The CARE International Secretariat (CI Secretariat) coordinates and supports the Confederation’s efforts in governance, advocacy, communications, and impact measurement. The Secretariat has approximately 30 staff located across multiple countries, including Switzerland, Belgium, the UK, and others.

POSITION SUMMARY

The Finance & Services Assistant plays a vital role in supporting the Finance team and the Secretariat’s operations. This position combines accounting and treasury responsibilities with IT coordination and administrative support. It requires a proactive, detail-oriented, and hands-on approach to ensure smooth financial and business processes.

 SPECIFIC RESPONSIBILITIES - but not limited to:

  1. General Accounting & Treasury (approx. 35%)

General accounting

  • Carry out general accounting for CI transactions in accordance with generally accepted accounting principles;
  • Review and process invoices, travel expenses claims, and intercompany billing; oversee the credit card process, ensuring adherence to internal policies and proper documentation;
  • Maintain accurate financial records, including accounts payable/receivable and general ledger entries.
  • Conduct balance sheet reconciliations and follow up on outstanding receivables;
  • Liaise with CARE entities for intercompany billing and support quarterly membership contribution invoicing;
  • Prepare VAT declarations and ensure timely tax payments;
  • Support on maintaining and documenting the Internal control checks.

 Treasury management

  • Prepare and process weekly batch payments through the electronic banking system;
  • Monitor and record incoming and outgoing transactions, maintaining accurate tracking
  • Follow up with CARE Members and external parties to ensure timely receipt of funds;
  • Reconcile bank accounts monthly and assist with bank and credit card administration.
  1. CI Secretariat Business Support services (Approx. 15%)

IT Equipment & Access

  • Coordinate IT equipment setup for new starters and leavers in collaboration with internal/external IT support;
  • Maintain the asset register with quarterly reviews and annual validation;
  • Manage Zoom license records;
  • Support IT equipment procurement and recycling.

Administrative & Support Tasks

  • Raise and track cost recovery invoices; ensure timely reimbursement.
  • Maintain organized filing and archiving of financial documents.
  • Provide support for general administrative needs (e.g., office supplies, postage).
  • Serve as a backup for colleagues during absences.
  • Assist with any other taks/projects as assigned by the Accounting & Finance Manager.

Accounting and Finance Manager, Head of Finance & Services, CI Belgium Finance Officer, Head of HR & Administration, Secretary General, Executive Assistants, CARE staff and IT staff in CARE UK.

External

Auditors, banking partners, accounting services providers, IT vendors & other suppliers.

QUALIFICATIONS, EXPERIENCE & COMPETENCIES

  • Minimum of three years of relevant professional experience.
  • Commercial diploma or equivalent accounting qualification.
  • Experience with ERP or accounting software (WinEur preferred).
  • Strong IT skills, including advanced proficiency in Excel.
  • Fluent in English and French (oral and written).
  • Demonstrable team-working skills and the ability to collaborate effectively with colleagues working in many different locations and across diverse cultures/languages.
  • Highly organised, proactive and able to meet deadlines.
  • Strong interpersonal and communication skills; solution-oriented and collaborative.
  • Self-motivated, with the ability to work with a high degree of autonomy and flexibility to respond to rapidly evolving work priorities.
