Global Alliance of National Human Rights Institutions (GANHRI)
Description
1. Background
The Global Alliance of National Human Rights Institutions (GANHRI) is the global network of National Human Rights Institutions (NHRIs), which are independent state bodies with a constitutional and/or legislative mandate to protect and promote human rights. To date, more than 100 NHRIs exist worldwide, 78 of them being in full compliance with the United Nations Paris Principles.
GANHRI is lead implementing agency for the EU funded project Capacity Building of National Human Rights Institutions - Phase 3 project (NHRI.EU.3). GANHRI’s co-implementing partners are:

- Americas-Network of the National Human Rights Institutions from the Americas (RINDCHA)
- Asia-Pacific- Asia-Pacific Forum of National Human Rights Institutions (APF)
- Europe- European Network of National Human Rights Institutions (ENNHRI
The project’s primary objective is to: Enhance the role of national human rights institutions (NHRIs) and their global and regional networks in promoting and protecting the human rights of all individuals, with further objectives being to:
- Strengthen NHRI’s effectiveness to protect and promote human rights defenders and civic space; support and protect NHRIs when under threat in line with the 2018 Marrakech Declaration and follow-up frameworks.
- Strengthen the accreditation process and support the work of the Sub-Committee on Accreditation (SCA). Support the establishment, strengthening and accreditation of NHRIs to be in compliance with the Paris Principles.
- Enhance NHRIs’ effectiveness in identified thematic areas to advance sustainable development through human rights.
- Continue strengthening GANHRI and the four regional networks, including their secretariats, to be able to better serve and support their member NHRIs.
The project is being implemented between 2022 and 2025.
2. Scope of the Engagement
To support the HR & payroll function of GANHRI, aiding in the administration of operations which supports ongoing projects including the NHRI.EU Phase 3, Project funded by the EU Commission.
Deliverable 1
Payroll
- Preparation of monthly salaries
- Salary slips, accounting vouchers, payment summary & tax documents
- Send salary slips to employees
- Adjustment of social security contributions (AVS (retirement and survivors’ insurance), LPP (occupational pension schemes), LAA LAAC (accident insurance), IJM (loss of earning insurance in case of sickness), etc)
- Integration of allowances and benefits (family allowances, maternity, IJM, sickness, accident)
- SwissDec Declarations
- Monthly AVS declarations
- Announcement to AVS (mutations, entry, exit)
- Monthly source tax declaration to different cantons
- Employee entry & exit
- Collect information related to employee
- Entry/exit set-up in Payroll System (Cresus Salaries / Bexio Payroll)
- LPP announcements
- Management of family allowances
- Permit request and modifications
- End of year/contract salary certificate
Deliverable 2
Employee & Consultancy Contracts
- Management of employment & consultancy contracts
- Management of work permit (request, renewal)
- Support in the process of modifying current contracts
- Gross-up calculation and salary projection
- Administrative insurance follow-up and coordination with the brokers or insurance companies
- Announcement and admin follow-up of family allowances, sickness, accidents, maternity, military and APG)
- Admin management of employees
- Annual declarations to the corresponding authorities:
- Annual source tax declaration(s)
- AVS announcement of the effective payroll
- AVS announcement of the budgeted payroll for the following year
- LAA, LAAC, APG announcement of the effective payroll
- LPP announcement of the budgeted payroll for the following year
- OFS announcement via Swissdec

Additional/Adhoc tasks
- In case of dismissal, creation of the termination letter
- Analysis of the current contracts: LPP, LAA, LAAC, IJM

3. Timetable
Deadline for submission: 15th October 2022 by 17:00 CET
4. Content of bids
The offers, all correspondence and documents related to the tender exchanged by the bidder and the Contracting Authority must be written in English. Supporting documents and printed literature furnished by the bidder may be in another language, provided they are accompanied by a translation into the language of the procedure. For the purposes of interpretation of the tender, the language of the procedure will prevail.
5. Technical offer
The Technical Offer must include the following documents:
- Letter of interest
- Company/institution profile incl. brief description (max 2 pages) of the company
- CVs of professional(s) that will be engaged
- Bidders should submit a reference list (at least three implemented projects similar to the subject of the tender)
- Copy of Company’s/Institution’s Registration Certificate.
- Service Tender Submission Form (available in application link)
In addition to the technical requirements above, the following need to be provided:
- A concept note/presentation of 1 page, elaborating the proposed methodology for addressing and undertaking the activities to implement the work as described in Annex I Terms of Reference
- Portfolio of work relevant to the Terms of Reference, Annex I.
6. Financial offer
The Financial Offer must include the following elements:
- An hourly rate in CHF or EUR applicable to all the range of services provided
- VAT amount, if applicable, should be presented separately
7. Period during which bids are binding
Bidders are bound by their bids for 30 days after the expiry of the deadline for the submission of bids. In exceptional cases, before the period of validity expires, the Contracting Authority may ask bidders to extend the period for a specific number of days, which may not exceed 20 days.
8. Submission of bids
Offers need to be submitted via e-mail to recruitment@ganhri.org by 15th October 2022, 17:00 CET indicating the tender reference number the bidder is applying for (Ref: P1142). Considering the size of technical offers subject to this tender and the email limit, the offers should be submitted via We Transfer or similar tool.
