  • Title: Transition Manager - Access to Products for Healthcare (APH) Structural Change Implementation
  • Location: Any MSF office* with some travels to Europe
  • Contract: Fixed-term, full time
  • Duration: 6 months initially, 1 year extension upon approval of the APH model (18 months in total)
  • Reporting to: International Secretary General

*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application.

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

POSITION BACKGROUND

Access to adapted, affordable and needed health products is critical to meeting the health needs of the populations MSF assists. It is for this reason that in 1999, MSF created the MSF Access Campaign (AC) to complement and support field operations. As an advocacy entity, hosted by MSF International, the AC was created to serve as a vehicle for “ensuring that quality products such as medicines, vaccines and diagnostics are available, affordable and adapted to the needs of patients in and beyond MSF projects, now and for the future”. Through the decades however, with the growth of MSF and shifting operational realities and ambitions, actions regarding access to products of healthcare has further evolved. The International Board formally tasked the executive through the Secretary General to lead a process to clarify both the strategic direction and governance regarding access to products for healthcare, which has resulted in the A2M (Access to Medecine) Roadmap project with the objectives of proposing an expanded collective vision, new strategy and governance for MSF activities related to Access to Products for Healthcare (APH).

The project proposal will be voted on at the Executive Committee of MSF’s movement at the end of 2022. After final validation a transition phase will start to implement the agreed structural changes.

PLACE IN THE ORGANISATION

The Transition Manager hierarchically reports to the Secretary General of MSF International and works in close collaboration with the Access Campaign Executive Co-Directors, the MSF International Director of Resources and HR Manager and the International Medical Secretary.

PURPOSE OF THE POSITION

The Transition Manager ensures the successful implementation of the new APH organizational model.

The Transition Manager will have the responsibility to recruit an adapted team to coordinate the transition process and accompany change.

If the final project proposal is not approved the transition manager will support the Secretary General in assessing the impact for the organisation and planning accordingly. The responsibilities of the position holder will then be reviewed.

MAIN RESPONSIBILITIES AND DELIVERABLES

  • Define and propose a global transition plan and timeline including the definition of the details of the new APH structure
  • Recruit and manage a transition team
  • Manage and coordinate the transition process:
    • Coordinate the evaluation of the structural, functional and human impact of organisational changes brought about by the APH model both at a strategic and individual levels
    • Design and implement a programme of activities to facilitate these changes
      • Propose the resourcing for the implementation of all components of the model within MSF International, with a particular attention to its human dimension and MSF’s commitments to duty of care
      • Ensure the establishment and execution of a recruitment plan for the new organisational set-up
      • Support the establishment of transition plans for all other relevant MSF entities that may be affected by the proposal and ensure that those plans are coherent and synchronised, that roles and responsibilities for their execution and resourcing are clear, and that related risks have been identified and mitigation strategies established
  • Change management
    • Is responsible for the definition and implementation of a change strategy
    • Oversee the development and application of communication strategies for the transition including coordinating with associative related communication activities
    • Create internal synergies across the organization
    • Flag risks and opportunities to key stakeholders.
  • Monitoring and evaluation
    • Develop and maintain a dynamic change log of activities required to facilitate change, working in an iterative fashion, possibly framed on a change facilitation model, as well as a dynamic risk register for the transition
    • Build and maintain key indicators of success in terms of action, acceptance and value
    • Document all decisions, processes and plans for later analysis, evaluation and lessons learning

  • Genuine interest in and commitment to the humanitarian principles and challenges of MSF
  • Previous experience in MSF, knowledge of MSF governance and the movement’s structure preferable
  • Solid experience in complex structural and organizational change
  • Change management, project management and people management skills
  • Excellent communication skills
  • Emotional intelligence and capacity for active listening
  • Awareness of cultural differences and local contexts with regards to drivers of diversity, equity and inclusion
  •  Strong interpersonal skills with the ability to engage and manage stakeholders effectively, resolving issues and understanding drivers/needs
  • Fluency in written and spoken English
