DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Its Operations Department is seeking a professional and qualified person for the following position:
Programme Manager for Monitoring, Evaluation, Accountability and Learning (MEAL)- SSAD (100%)
Location: Geneva
Starting date: 1 July 2023
Duration: 1 year renewable
The role
Reporting to the Deputy Head of Division, the Programme Manager for Monitoring, Evaluation, Accountability and Learning (MEAL) develop, advise, and coordinate the MEAL approach and requirements in the Division. She/he is responsible for a SSAD’s performance management system and in producing regular internal and external cases or articles on programme and divisional performance and achievements. She/he contributes to developing new projects/programs and in raising funds for these new initiatives. She/he assists the SSAD Division management in using the performance information for decision-making, resource allocation, and lesson learning.
Key areas of responsibility:
- Contribute to the design and implementation of SSAD’s programmes through the provision of advisory support to teams throughout the process of project design (e.g., by applying a RBM-lens and developing logic models) and planning (e.g., by guiding needs assessments, stakeholder mapping or baseline establishments), implementation, monitoring, evaluation and lesson learning.
- Support the implementation of the DCAF approach to programme management in the Division, including through the development of tools and coaching for staff on monitoring, evaluation, reporting and learning.
- Contribute to scoping studies and the identification of needs and programme opportunities.
- Review and ensure the highest level of quality of the project documents, including proposals and reports submitted to donors.
- Advise and provide input into the design, implementation and dissemination of evaluations, special studies and assessments.
- Assist the Division to select data collection methods for adequate monitoring and evaluation of national partners' performance and of the SSAD programmes (these methods may include field visits, quarterly reports, specialized surveys and other sources of information).
- Assist the project teams in reviewing these methods and making improvements to their monitoring and evaluation plans, including ensuring regular exchanges with MEAL project officers in Country Offices.
- Develop a lessons identification process for SSAD programmes, support the gathering and dissemination of good practice and its integration into future programmes, with colleagues in HQ and in Country Offices.
- Contribute to, and in some cases, lead on the drafting of tools, case studies, blogs and knowledge products.
- Lead or support the RMB reporting process and annual report for project teams and contribute to donor reporting as required.
- Ensure projects have results-foci that link to the DCAF Strategy and that corporate outcomes and indicators are selected and used in new projects
- Serve as divisional subject matter expert and main contact for the Senior MEAL Advisor in the Director’s Office.
Your experience
- Advanced university degree, or equivalent professional experience, in international affairs, governance, development, security studies, human rights or related disciplines.
- At least 7 years of professional experience of project management in the field of governance, security and/or international development assistance.
- A minimum of 3 years of field experience.
- Familiarity with instruments such as IATI standards and the Aid Stream platform and experience and methodological knowhow in program and budget planning within an RBM framework.
- Experience developing and delivering training as well as developing tools for MEAL
- Proven track record in the design of M&E frameworks and knowledge of lesson learning for governance programming and drafting of strong performance reports.
- Proven versatile team player, with excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in politically diverse and sensitive environments.
- Excellent English and French (both written and spoken).
- Flexibility, including availability for short term missions abroad.
- Swiss or EU citizenship or a valid work permit for Switzerland at time of application a pre-requisite.
