The International Organisation of Employers (IOE) is requesting expressions of interest for an independent consultant to support IOE’s work on national green skills policy frameworks.

About the consultancy:

  • Analyse and review the landscape of ‘green’ skills and skills for a just transition, providing an overview of existing definitions, types of skills, and leading institutions.
  • Develop a review and analysis of existing institutions, policies, initiatives and projects at the national level in the context of green skills policies and frameworks for 6-8 countries.
  • Work with IOE members in the search and collection of data and information for the national level.
  • Engage IOE company partners with expertise in the area on best practices, recommendations and existing work in the field
  • Define priorities, opportunities, gaps and challenges for a coherent and efficient skills framework for each of the countries analysed
  • Provide an overview of needs for employers to be able to work better with governments on implementation, anticipation and planning of appropriate skills frameworks for a smooth transition.
  • Based on the case studies prepare set of main messages and key takeaways.

November 2023 to December 2023

Location:

Home based.

Competencies:

  • Expertise in climate policy, linkages between climate action, economic transformation and skills policies as well as a good understanding of current trends in green skills and the transition needs of different sectors.
  • Excellent knowledge of private sector needs in different regions and/or experience with employers’ networks and business
  • Excellent research skills and a good command of tools like Microsoft Word
  • Ability to distill complex information clearly and concisely.
  • Good communication and ability to clearly structure inputs, feedback and comments as well as to efficiently handle versioning of documents

Additional information: The consultant will work independently and address statutory contributions in their country of residence. You must be registered as an independent consultant in your country of residence, affiliated with a university, or a registered organisation/company to apply for this consultancy.
