Terms of Reference (ToR)
1. Background
The Global Alliance of National Human Rights Institutions (GANHRI) plays a key role in the global human rights framework by coordinating efforts between National Human Rights Institutions (NHRIs) and providing a platform for collaboration.
The GANHRI Strategic Plan 2023–2027 outlines the organization's direction for this period, with a focus on four strategic objectives. Strategic Objective 4 aims to ensure that GANHRI functions as a professional, effective, and well-governed organization. This consultancy will support GANHRI in further advancing the implementation of this objective.
Specifically, it will support progressing implementationof the following goals and outcomes, detailed under the Strategic Plan:
Goals
- Goal 4.1: Optimise GANHRI’s governance, organisational, and institutional structure and capacity for effective and inclusive implementation of the Strategy.
Supporting Outcome: GANHRI’s governance structure is optimised for greater effectiveness.
- Goal 4.2: GANHRI and Regional Networks build coherence and alignment
Supporting Outcome: GANHRI and Regional Networks work effectively together to supporttheir shared Members, and promote and protect human rights
To advance this work further, an initial key step is to develop a Concept Note and Roadmap which will outline background, scope and purpose, set out objectives, suggest a process and methodology, and a clear plan and roadmap forward.
This process is led by GANHRI’s Head Office, with support from the consultancy.
2. Scope of Work
In close collaboration with the Head Office the consultant will:
- Review Relevant Documents:
- GANHRI Statutes
- GANHRI Strategic Plan 2023-2027
- Relevant reports, including those on collaboration between global and regional offices.
- Develop a Concept Note and Roadmap (10 - 15 pgs max.):
- Consult with GANHRI’s Head Office
- Final version incorporates interactive rounds of GANHRI reviews (drafts and final version) as required
- The document will ensure that the following aspects are covered:
- Background and context
- Scope and purpose
- Objectives
- Suggested process and methodology, supporting consultation and involvement of governance bodies and relevant stakeholders
- A plan and roadmap forward.
The concept note will take into account inter alia:
- the unique structure of GANHRI, as set out in its Statute and Strategic Plan;
- progress already achieved in advancing implementation.
- the recommendation to develop an implementation plan for the Strategic Plan, setting out roles and responsibilities across the organization’s bodies and stakeholders; and
- the need for close coordination and consultation with GANHRI’s governance bodies and stakeholders throughout the process. A key and interrelated part of the document will also be:
- A Roadmap forcollaboration and enhanced systematized communication needs between GANHRI and the Regional Networks, particularly between GANHRI Head Office and the Regional Networks’ Secretariats. This should build on existing institutional capacities and competencies, as well as areas of shared responsibility. Specific initiative for collaboration may include, amongst others, calendar for coordination, pooling of knowledge resources, knowledge management platform, etc.
The final concept note will be presented to the GANHRI Bureau for consideration and discussion, at its meeting in November 2024.
3. Expected Deliverables
- Document Review Summary: Key governance insights from relevant documents.
- Concept Note and Roadmap
4. Timeline
- Start: End of September
- Review and consultations: Early October
- First draft submission: 16 October
- Final Concept Note: no later than 31 October (Incorporating GANHRI prior reviews)
5. Consultant’s Profile
The consultant should possess:
- Expertise in governance models, particularly within international or multilateral organizations
- Strong analytical and excellent writing skills in English.
- Experience with Swiss non-profit associations.
- Experience with federated governance structures.
6. Financial Proposal
Consultants must submit a financial proposal, including:
- Consultancy Fee: Total fee (CHF) based on a daily rate, with an estimated number of days.
The financial proposal should be submitted separately from the technical proposal.
