DCAF’s Latin America and the Caribbean (LAC) Unit supports governments, parliaments, security providers and civil society in the LAC region by developing capacities and promoting norms and good practices to contribute to a more effective, efficient and transparent security sector that is properly overseen by the relevant authorities, responsive and accountable to the people they serve.

For our LAC Unit we are looking for a for a dynamic and highly motivated individual to be our: 

Programme Manager (100%)

  • Location: Geneva, with occasional travel to the LAC region
  • Starting date: March 1st 2025
  • Duration: 10 month fixed-term contract, with possibility of extension

THE ROLE

Under the supervision of the Principal Programme Manager (PPM), the Programme Manager (PM) will provide support to the regional Media & Police Programme and to a security sector assessment mission in Haiti. The PM will also provide general support to the LAC Unit, including fundraising efforts, mapping new lines of actions / countries / donors, conceptualize and develop concept notes and proposals.   

MAIN RESPONSIBILITIES

  • Support the implementation of DCAF’s programme on media and civil society oversight of the security sector in 5 LAC Countries (Colombia, Ecuador, Peru, Mexico & Honduras) in the region including support for conceptualizing of the next phase
  • Support to a security sector assessment mission in Haiti
  • Support fundraising and identify project opportunities, including through research, conceptualizing ideas, preparing concept notes and proposals
  • Mapping new lines of actions and donors. May plan and participate in exploratory missions
  • General support to the PPM and LAC regional focal points, particularly during leaves and field missions
  • Ensure monitoring, evaluation and learning by maintaining close interaction with local partners
  • Produce progress reports of assigned projects while ensuring that deadlines are respected
  • Produce other project related documents as required, such as contracts, agreements, background summaries, presentations, MoU’s, among others
  • Organize events and carry out administrative and communication tasks on request
  • May supervise the work of an intern
  • Provide any additional support as assigned by the line manager.

KEY QUALIFICATIONS

  • University degree in a relevant field, such as development studies; international relations; political science; security, peace, human rights law or conflict studies or other relevant tracks.
  • A minimum of 7-years work experience in international cooperation or project management; field experience is highly desirable.
  • Proven experience in fundraising and donor relationship.
  • Proven experience in development of concept notes, proposals and budgets.
  • Proven experience in the whole project management cycle (from identification to project closure) including MEAL and all budgetary and financial aspects.
  • Specific experience working in Haiti is an asset.
  • Knowledge related to SSG/R in the LAC region and to human rights is desirable
  • Proficiency in the use of Microsoft Office suite of applications; experience in using “Sharepoint” is an advantage.
  • Excellent organization and planning competencies.
  • Excellent interpersonal skills, ability to establish and maintain effective partnerships and working relationships in a dynamic, multi-cultural environment.
  • Ability to work under pressure and meet tight deadlines.
  • Fluency in Spanish, French and English, both written and spoken, is a prerequisite.
  • Swiss or EU citizenship, or a valid work permit for Switzerland at the time of application, is a prerequisite.
