Description

The Centre for Humanitarian Dialogue (HD) is a private diplomacy organisation founded on the principles of humanity, neutrality, impartiality and independence. Its mission is to help prevent, mitigate, and resolve armed conflict through dialogue and mediation.

HD is currently looking for a:

Project Officer – Cyber Dialogue (m/f/d)

HD’s cyber programme focuses on developing confidence-building measures between adversaries in cyberspace, particularly in regions where these do not exist or have been poorly implemented. HD executes several tracks of bilateral or regional dialogue that draw on and feed into broader multilateral initiatives to develop a global framework for cyber stability. The programme is global in scope and is implemented in close collaboration with HD’s country teams.

Working as part of HD’s cyber programme team, key responsibilities of the Project Officer include:

  • Provide analytical and organisational support to cyber dialogue that HD is facilitating;
  • Monitor and report on ongoing policy debates in cyber diplomacy at various levels;
  • Establish and maintain contact with relevant stakeholders, including cyber diplomats, cybersecurity experts, tech companies, and civil society;
  • Attend and/or represent HD at multilateral cyber negotiations at the UN and other fora;
  • Draft dialogue agendas, meeting reports, and mission notes;
  • Help prepare project proposals, budgets, and reports, and maintain regular contact with donor representatives, as applicable;
  • Liaise with technical experts commissioned by HD;
  • Support the cyber programme on other ad-hoc tasks, as needed.

HD seeks highly motivated, results-oriented candidates committed to working in a newly emerging field of conflict mediation. Successful candidates should demonstrate:

Qualifications:

  • At least five years of relevant experience in the area of cyber diplomacy;
  • Strong familiarity with key debates in cyber diplomacy;
  • Experience working with Governments across the geopolitical spectrum;
  • Excellent research, analytical and communication skills;
  • Experience with budget management and reporting;
  • Strong command of written and spoken English.

  • Ability to exercise good judgement, especially related to risks and opportunities;
  • Ability to working with high-level stakeholders across sectors in a fast-changing environment;
  • Strong sense of initiative and entrepreneurship;

  • Ability to handle sensitive information with discretion;
  • Ability to work under tight deadlines in a high-pressure environment.

The location of the position is flexible. The position requires extensive travel. Expected start date: June 2022 or earlier.
