NRC requires an experienced Humanitarian Policy Adviser to support NRC’s global policy work, with a focus on the protection of principled humanitarian action in the context of the Humanitarian, Development, and Peace Nexus.

The Humanitarian Policy Adviser will be responsible for developing, advising on, and guiding NRC’s policy work in this area. The Humanitarian Policy Advisor will play a key role in ensuring that the organisation’s principled approach is well reflected in engagement on the Nexus, including in bilateral and system-wide engagement with development actors, and in advocating externally for the protection of principled humanitarian action in the development and application of Nexus approaches. Under the guidance of the Head of Humanitarian Policy Unit, the Adviser will be responsible for creating and coordinating policy, advocacy, and research approaches in collaboration with and in support of colleagues across NRC to address key issues related to this thematic.

What you will do

  • Support strategic planning for NRC’s policy work, including developing policy positions and developing policy, advocacy, and research strategies including theories of change to address key policy issues in collaboration with and in support of colleagues across NRC;
  • Lead on internal and external communications, coordination, and awareness-raising in relation to relevant policy work, ensuring timely and effective flows of information and fostering a collaborative approach to this work across the organisation;
  • Support the implementation of relevant NRC policy and country office strategies and strengthen NRC Country Offices’ linkages to relevant capital and global-level policy debates, and vice versa[;
  • Engage externally on relevant issues and processes, including through building and maintaining links with relevant peer organisations and other stakeholders, in coordination with NRC colleagues, and where relevant in coordination with other humanitarian organisations and networks/alliances;
  • Develop policy and advocacy products by carrying out research and analysis, provide inputs to/draft to products and messages, and identify, pursue, and develop opportunities to develop and disseminate NRC products and messaging;
  • Ensure that project targets are met and in line with project proposals and donor requirements Supervise and oversee, when relevant, the work of Interns/Junior Fellows/Assistants as required by the Head of Humanitarian Policy;

What you will bring

  • University degree in a relevant topic such a law or area studies or equivalent qualification, preferably at master’s degree level;
  • Experience of working in the field within the humanitarian sector in roles involving protection of principled humanitarian action, for example humanitarian coordination, programme management, humanitarian access, advocacy, and/or policy work;
  • Experience with humanitarian coordination mechanisms and ability to work constructively, collaboratively, and professionally with stakeholders from a variety of different organisations and perspectives;
  • Knowledge of UN dynamics, systems, structures, and processes, including the IASC;
  • Demonstrated research and analysis skills, and experience of producing high-quality briefing notes, key messages, and other policy products;
  • Demonstrated experience of clearly and effectively communicating complex topics to non-technical audiences;
  • Knowledge of or fluency in other languages relevant for the position is an asset.
