About IDA

The International Disability Alliance (IDA) was established in 1999 and is a network of eight global and six regional organisations of persons with disabilities (DPOs), representing the voice of the estimated one billion persons with disabilities worldwide. IDA is a network representing members that are organisations of persons with disabilities. IDA’s unique composition as a network of international DPOs allows it to act as an authoritative and representative voice of persons with disabilities in the United Nations (UN) system.

IDA’s mission is “To advance the human rights of persons with disabilities, as a united voice of organizations of persons with disabilities, utilizing the Convention on the Rights of Persons with Disabilities and other human rights instruments”. IDA’s longer-term goal is that “the United Nations framework (the General Assembly, Security and Human Rights Councils, treaty bodies and development agencies), bilateral and multilateral development agencies, regional organizations and human rights instruments contribute to create an enabling environment for DPO advocacy and government capacity to implement the UN CRPD at national level”.

About IDA DER Mechanism

While the primary mandate of the International Disability Alliance is to ensure inclusion and participation of persons with disabilities and their representative organizations in global processes and international mechanisms, IDA has increasingly recognized its potential role during wide-scale emergencies. Recent emergencies such as the global COVID-19 pandemic as well as war in Ukraine and other crisis have proved significant disproportionate impact of situations of risk and humanitarian emergencies. Furthermore, despite positive developments and admirable efforts, current emergency response mechanisms are yet to be successful in ensuring access to humanitarian assistance, evacuation and other support for persons with disabilities on equal basis with others. In response to these challenges and in order to ensure inclusion and participation of persons with disabilities and their organizations in emergency response, IDA has established an ad hoc mechanism herein after Disability-inclusive Emergency response mechanism (DER Mechanism).

The mandate of the mechanism includes to monitor inclusion of persons with disabilities in the system-wide emergency response, identify gaps, and take action to fill the gaps identified.

Background of the Consultancy

Based on consistent exchange with humanitarian actors and its members at regional and national level, IDA has concluded that there is currently a considerable gap in conducting independent rights-based research and documentation on violations of human rights and international humanitarian standards happening in context of military aggression against Ukraine by Russia. Accordingly, IDA is going to implement a short-term project to document violation of human rights, international humanitarian law and international standards on humanitarian action in the context of war in Ukraine.
