Description
DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Since its founding in 2000, DCAF has contributed to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.
DCAF’s Foundation Council members represent over 50 countries and the Canton of Geneva. The Resources Department is responsible for providing central services and is comprised of three pillars: Human Resources & Administration Unit, Financial Resources Unit and Organizational Development & Support Services.
For our Resources Department, we are looking for a proactive and dynamic individual to be our next International HR Manager (90%)

The role
Reporting to the Head of Resources, the International HR Manager works closely with the Operations Department and the Human Resources Unit, supporting Heads of Entities and line managers across DCAF. The International HR Manager is the focal point for all HR matters concerning the field offices (internationally and locally recruited staff).
Key areas of operation:
- In close cooperation with the HR Unit, develop and implement HR Guidelines, Policies and Practises related to internationally and locally recruited staff
- Maintain and implement our compensation and benefit system for internationally recruited staff, including remuneration, social and insurances coverage
- Design and implement an integrated HR data collection process for internationally and locally recruited staff, consolidate data to produce regular Field Office HR dashboards and various analytics
- Support line managers in drafting job descriptions for internationally and locally recruited staff, participate in the recruitment and onboarding process when needed, in line with DCAF Talent Acquisition harmonized approach
- Define and advise on salary offers for internationally and locally recruited staff, support local offices in mapping and maximising social insurances coverage for locally recruited staff
- Support Heads of Entities with individual case management (investigate, collect information, refer to experts)
Your experience
- A minimum of 7 years of experience in an international environment and in the field of Human Resources.
- BSc/MSc Degree and/or equivalent further education like Swiss federal Diploma in HR
- Prior exposure to different country-specific employment law and an experience with total reward systems is requested
- A proactive and “hands on” approach and a solution-oriented attitude
- Strong interpersonal skills, ability to build trust and efficiently interact with internal and external stakeholders at all levels
- Excellent communication skills, fluent in French and English
- Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
