Background to the Principles for Peace

The Principles for Peace Foundation acts as a catalyst, custodian, and curator of the Principles for Peace and Peacemaking Covenant. It promotes the uptake and implementation of the Principles and serves as a synergist of partnerships to engage a diversity of actors to develop country, constituency, and thematic specific roadmaps and codes of practice. The Foundation's goal is to empower actors at all levels to create more durable and inclusive peace processes and enhance oversight and effectiveness for long-term peace outcomes.

The Foundation employs a rigorous and transparent monitoring approach to assess peace actors' contributions, encouraging constructive input to advance peacemaking efforts. It seeks to build upon evidence-based, politically-conscious, and participatory approaches and alliances established in the initiative's initial phase, fostering global, regional, and local peacebuilding efforts. The Foundation operates independently to ensure consistency and effectiveness in peacemaking efforts, with no direct operational role.

The Foundation is a follow-on mechanism of the work of the Principles for Peace initiative a global participatory initiative that was set up to develop new principles, standards, and norms to fundamentally reshape peace processes and chart a path to lasting peace. The overall aim is to create greater accountability, coherence, and sustainability of peace processes. It brings together a broad coalition of actors across political, diplomatic, academic, defence and security, civil society, and multilateral organisations.

The global, inclusive process of developing the Principles for Peace was led by the International Commission on Inclusive Peace, the P4P Secretariat with a coalition of 120 organisations. The approach anchored the initiative in both realpolitik and real society. The initiative gathered over 100’000 insights from practitioners, policy makers and activists from more than 60 countries. In addition, over 700 pieces of research have been distilled with scholars from across regions to identify the challenges and limitations and shifts in policy and practice.

The findings of the initiative are embodied in the Peacemaking Covenant which outlines eight interlocking and mutually reinforcing principles. The central Principles are enhancing legitimacy and accountable security. The three subsequent principles embed the whole in a practically oriented partnership compact with commitments to promoting pluralism, adopting subsidiarity, and embracing integrated solutions for all actors in the peacemaking space. – The last three – dignity, solidarity, and humility – provide an ethical compass to guide the individual and collective actions and decisions of peacemakers and to build trust.

Overview of assignment

The Principles for Peace Foundation is seeking academic institutional partners to provide overall and methodological support for the development of a monitoring, measurement, and learning framework.

The organisation will work closely with the Principles for Peace Foundation to develop a rigorous and transparent approach to monitoring contributions to peace processes. The organisation will develop appropriate tools and indicators, including self-assessment tools and monitoring metrics, for different actor groups and to be used in different contexts. The main task of assignment will be to develop the overall monitoring and measurement frame which considers how the different components and the evidence produced by them can come together and inform flagship reporting. The consultancy will be conducted in three phases, with key milestones in each phase.

The organisation will undertake the following key activities:

  1. Work closely with the Principles for Peace Foundation and an internal reference group of experts and practitioners to develop options for the monitoring, measurement and learning framework.
  2. Pilot and field test the chosen framework.
  3. Revise and finalise the monitoring framework based on the field testing.
  4. Produce periodic publications documenting the process for communications and advocacy purposes.
  5. Additional tasks as agreed to through conversation with Principles for Peace Foundation and the consulting organisation.

Timeline

The duration of the project will be 22 months starting from May 2023 to February 2025.

Budget

The budget for this project will be agreed upon between the Principles for Peace Foundation and the consulting organisation.

Reporting

The organisation will provide regular progress reports to the Principles for Peace Foundation on the development of the monitoring, measurement and learning framework.

Scope of work

The consultancy will be conducted through three sets of activities. While broadly speaking sequential, it is anticipated that some of the work will be carried out simultaneously.

Work package 1: Development of Options for the Framework

Under this area of work, the organisation will work closely with the Principles for Peace Foundation and an internal reference group of experts (to be established jointly by the consultant and P4P) to develop options for the monitoring, measurement, and learning framework. The organisation will conduct a review of existing datasets and processes and work to identify strategic partnerships that can be leveraged to support the development of the framework. The organisation will need to consider the following key issues when developing the monitoring, measurement and learning framework:

  • Level of analysis and unit of analysis
  • The relationship between sustainable peace and the adoption and application of the principles
  • Aggregation
  • Utilisation of existing datasets and processes
  • Data collection methods

Key deliverables for this area of work will include:

  • A detailed report outlining the options (including possible country contexts and/or targeted community of practice) for the monitoring, measurement, and learning framework.
  • A plan for piloting and field testing the chosen framework.
  • Outputs documenting the process and its importance and relevance – to be used for advocacy, outreach and communications.

Work package 2: Piloting and Field Testing of the Chosen Framework

Through this area of work, the chosen framework will be piloted, and field tested. The organization will work with the Principles for Peace Foundation to identify appropriate pilot sites and develop tools and indicators for different actor groups and contexts. The organization will also work to ensure that the chosen framework is rigorous and transparent and can be used to hold peace actors accountable.

Key deliverables for this area of work include:

  • A report on the piloting and field testing of the chosen framework
  • Recommendations for revisions to the framework based on the results of the piloting and field testing.
  • Outputs documenting the process, to be used for advocacy, outreach and communications.

Work package 3: Revisions and Final Roll-Out of Monitoring Framework

This area of work will; see the organization working with the Principles for Peace Foundation to revise the monitoring, measurement, and learning framework based on the results of the piloting and field testing. The organization will also work to ensure that the final framework is rigorous, transparent, and can be used to hold peace actors accountable.

Key deliverables for this area of work will bring together the findings of the pilot studies and projects in:

  • A final report outlining the revised monitoring, measurement, and learning framework.
  • A plan for the roll-out of the framework
  • Outputs documenting the process to be used for advocacy, outreach and communications.

Additional deliverables

The consultant is also expected to produce periodic publications documenting different steps along the way and or short policy briefs. These outputs will be utilised by P4P Foundation for communications, advocacy and outreach purposes.

The consultancy may also include other assignments, based on need and discussions between the Consultant and the P4P Foundation. These may include reflection pieces on different concepts or themes or country contexts. These may also include conflict or background analysis or scenario development to support simulation exercises and peacegaming exercises. These will be agreed upon separately.

Qualifications

Candidates (organisations or individuals) with the following qualifications are invited to apply:

  1. Experience in Monitoring, Measurement, and Learning (MML) Frameworks: The organisation must have experience in developing and implementing MML frameworks for peacebuilding, conflict resolution, or related initiatives. They must be able to provide evidence of past successful work in the area.
  2. Expertise in Peacebuilding and Conflict Resolution: The organisation must have a solid understanding of peacebuilding and conflict resolution, as well as the key actors and dynamics involved in peace processes. They should have a team of experts with relevant academic and practical experience in the field.
  3. Research and Data Analysis Skills: The organisation must have strong research and data analysis skills to gather and analyse data to develop appropriate indicators for monitoring and measuring peace actors' contributions to peace processes.
  4. Collaborative Approach: The organisation must be willing and able to work closely with the Principles for Peace Foundation and the internal reference group to develop the monitoring, measurement, and learning framework. They must be able to take input from the Foundation and other stakeholders and incorporate it into their work.
  5. Knowledge of Existing Datasets and Processes: The organisation must have a good understanding of existing datasets and processes related to peacebuilding and conflict resolution and be able to leverage them to support the development of the framework.
