About ICVA

Founded in 1962, ICVA (International Council of Voluntary Agencies) is a global network of over 150 nongovernmental organisations (NGOs) active in 160 countries, operating at global, regional, and national levels, whose mission is to make humanitarian action more principled and effective by working collectively and independently to influence policy and practice. ICVA promotes and facilitates effective NGO engagement in the humanitarian sector, with a focus on Forced Migration, Humanitarian Coordination, Humanitarian Financing, and cross-cutting systems-strengthening issues.

Background to the position/consultancy

ICVA has committed to measuring and reporting on our performance and impact as defined by our 2030 strategy, our central Log Frame and workplans.

As a network with a particular focus on coordination and collaboration ICVA requires an MEL system and continuous support that can both help manage and institutionalize qualitative and quantitative data collection mechanisms.  Central to this work is strong monitoring of USAID grants to ICVA.

ICVA does not at this stage have a dedicated MEL officer. Rather it is a role shared across the Secretariat. ICVA would like to move towards a more centralized reporting framework with sufficient tracking to allow for good donor reporting to donors as well as against ICVA strategy implementation as well.

This requires ICVA to enhance its existing systems to harmonize our monitoring and reporting. While our focus to date has been on measuring implementation at periodical moments, we feel an adaptation of the cyclical monitoring and evaluation mechanisms could assist us to better assess results and identify challenges and opportunities throughout the project life cycle of grant project/programmes and more broadly throughout the workplans.

As a priority of this role is to help ensure compliance with USAID MEL requirements including performance monitoring to systematically analyse whether implementation of the BHA Global grant is on track, the quality of implementation, and whether expected results are being achieved.

Objectives of the work

  • Design a framework for ICVA Monitoring and evaluation based on existing Log frame and review indicators for following strategic period
  • Develop a standardised M&E plan template (that can be applied for overall and project-specific M&E and data collection planning)
  • Review and refine or define standardised data collection methods / sources per indicator type
  • Assist in monitoring and evaluation of ICVAs progress on BHA funded programmes
  • Develop narrative and M&E reporting templates and ensure narrative reports are prepared and delivered on time
  • Develop recording forms and formats to measure against indicators
  • Develop data collection tools to capture learnings and implement said tools
  • Monitor ICVAs progress against strategic priorities (core reporting, annual reports etc)
  • Monitor ICVAs progress against various project deliverables and provide timely M&E reports in donor format

 Reporting lines

Consultant to report to the COO and work in close collaboration with ICVA staff and the particularly the Heads of Focus Areas, Regional Representatives, the Director of Policy and the BHA project Lead.

Consultancy Fee

Flat fee of CHF 4’200 will be offered monthly (350CHF a day). Work will be capped at 12 days per month unless increased by mutual written agreement.

 Profile:

  • Knowledge and experience with BHA reporting requirements with at least three years’ experience
  • Experience with developing simple and efficient MEL tools and ensuring their implementation throughout the organization
  • Experience with mixed methods, particularly qualitative indicators and with measuring results and impact on policy areas
  • Experience working with networks or coalitions on MEL is preferred
