The Internal Displacement Monitoring Centre (IDMC) is the world's leading source of data and analysis on internal displacement. Since our establishment in 1998 as part of the Norwegian Refugee Council (NRC), we have offered a rigorous, independent and trusted service to the international community. Our work informs policy and operational decisions that improve the lives of the millions of people living in internal displacement, or at risk of becoming displaced in the future. IDMC monitors situations of displacement worldwide and provides verified and consolidated estimates of the number of people internally displaced or at risk of becoming displaced by conflict, violence, disasters and development projects. We complement this global data with interdisciplinary research into the drivers, patterns and impacts of internal displacement. Using this evidence, we provide tailor-made advice and support to inform global, regional and national policy-making. IDMC seeks a video production company to help develop a video to dispel certain myths about internal displacement related to disasters.

Objectives and Scope of Work

The objectives of the project are to deliver a complete, ready to publish video dispelling myths about disaster displacement by 15 December 2023. IDMC will use the video on its website, social media and in presentations to reach a professional audience of decision makers working in disaster management, preparation and risk reduction, internal displacement, international development and humanitarian aid. The video will be in English and the text of the script should appear on screen either as motion graphics or subtitles, depending on the creative vison for the video. IDMC will provide the draft script upon signature of the contract with the video production agency. This terms of reference will act as the initial creative brief. IDMC will provide additional input and direction at the outset of the project and review feedback throughout production. The video production agency will:

  • Run an initial creative workshop to align understanding and vision for the script
  • Create initial concepts and storyboards to refine the creative vision, including feedback and suggested improvements to the script to match the creative vision for the video
  • Provide video production techniques such as motion graphics, illustration, narration and/or any other techniques required to create a video that matches the vision
  • Research and purchase stock footage as needed
  • Sound design, SoundFX, and background music
  • Project management to ensure quality delivery by the deadline

Expected Deliverables

  • Complete video of a maximum duration 4 minutes, target of 3 minutes, ready to publish
  • Formats: Full HD resolution 1920x1080 pro-resolution plus web-ready version with a smaller file size but still quality resolution
  • Documentation that IDMC has unlimited rights for use of the video for online use and use in presentations
  • Provide IDMC with the video edit project files (Adobe Premiere Pro & AE preferred) and all the assets (rushes, stock footage, images, audio, music).

Required skills, competencies & experience

  • Demonstrated capacity to produce top-quality, creative and engaging videos for uses similar to IDMC’s intended uses for this video
  • Understanding of IDMC’s audience and experience making videos to reach similar audiences
  • Ability to manage a project from creative conception to final delivery on a tight timeline
  • Creative ability to produce quality and compelling videos within budget, time and political constraints

  • a technical proposal showing three to five examples of videos produced for similar clients or objectives, outlining the steps they will take to complete this consultancy, inputs required from IDMC, deliverables, timeframe, and their requested budget
  • references from previous similar work completed.
