DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Since its founding in 2000, DCAF has contributed to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.

The People, Resources and Organization (PRO) department supports the three operational departments (Policy and Research, Operations, International Security Sector Advisory Team / ISSAT) that deliver the DCAF mandate. Its mission is to transform business expertise into value for colleagues to focus on their respective activities. The PRO department is service and compliance oriented and promotes a culture of collaboration with other departments. It provides advice to make day-to-day processes smooth and predictable, while constantly strengthening the credibility of the organization (risk management, best practices). The PRO department plays an important role in change management to move DCAF even further.

Within the PRO department, our Human Resources Unit is looking for a team player with a customer centered mindset to be our next Human Resources Officer

The role

The Human Resources Officer is responsible for HR administrative processes and provides operational support to the HR team within a wide range of HR related areas. The HR Officer ensures that these processes are harmonized and optimized, thereby contributing to delivering a seamless, high quality, value adding HR service.

Key areas of operation:

  • Assist the HR team in the day-to-day administration of the employee life cycle (recruitment, contracting, onboarding and offboarding, benefits, time and attendance, insurance, work permits, tax and payroll)
  • Advise the HR team on best HR administration practices
  • Ensure HR administrative practises are efficient and value adding, suggest areas for improvement and ensure a harmonized use across DCAF
  • Partner with the HR team on diverse projects and initiatives, including internal communication and documentation, HR analytics, staff surveys, staff elections, HR Information Systems, etc.
  • Interact with staff at all stages of their employee lifecycle
  • Liaise between employee, payroll provider, broker, cantonal authorities, IT maintenance on issues related to pay slips, benefits, permits and HR systems
  • Process employee changes in various HR systems, manage all HR records, ensure GDPR compliance

Your experience

  • BSc/MSc Degree and/or equivalent further education like Swiss Certificate of HR Assistant or Swiss federal Diploma in HR
  • A minimum of 7 years of experience within a similar role, preferably in a multinational/international environment
  • Solid understanding of the Swiss legislation and regulations on employment, social security and work permit
  • Process and client oriented, rigorous with a high attention to detail, excellent and proven interpersonal skills
  • A proactive and “hands on” approach and a solution-oriented attitude
  • Fluent in English and French
  • Proficient use of Microsoft 365 applications, in particular Teams
  • Knowledge of HR systems and tech savvy
  • Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a prerequisite
