Syrian Negotiation Commission

Description

The SNC works towards a negotiated end to the conflict benefitting the Syrian people through dialogue, peaceful means and democracy in line with UN Security Council Resolution 2254.   The Syrian Necotiation Commission - Geneva Office (SNCGO) is representing and supporting the SNC and its mandate by expanding and facilitating outreach to Syrians and international actors.    The SNCGO seeks to hire a Procurement Officer who will be responsible for managing the procurement of goods, services, and works for the organization in compliance with procurement policies and procedures. The role involves sourcing suppliers, negotiating contracts, and ensuring timely and cost-effective delivery of materials and services. 

1. Key Responsibilities: 

Procurement Planning: 

  • Assist in the development and implementation of the SNCGO procurement plan. 
  • Collaborate with internal departments to determine procurement needs, quality, and delivery requirements. 

Sourcing and Supplier Management: 

  • Identify and evaluate potential suppliers based on price, quality, service, and delivery. 
  • Maintain an update database of suppliers, ensuring compliance with the organization’s standards and ethical practices. 
  • Establish and maintain strong relationships with suppliers. 

 Tendering and Contract Management: 

  • Prepare and process purchase orders, bid requests, and tender documents. 
  • Evaluate bids and proposals and recommend the best options based on cost, quality, and other relevant factors. 
  • Negotiate terms and conditions with suppliers to ensure favorable agreements for the organization. 
  • Manage contracts and ensure compliance with terms and conditions. 

 Order Management and Coordination: 

  •  Monitor the status of orders and deliveries, resolving any issues that arise. 
  •  Coordinate with internal departments to ensure timely delivery of goods and services. 

 Compliance and Documentation: 

  •  Ensure all procurement activity comply with organizational policies, donor regulations, and local laws. 
  •  Maintain accurate records of procurement processes, approvals, contracts, and supplier performance. 

 Cost Control and Reporting: 

  •  Monitor procurement budgets and track expenses to ensure cost efficiency. 
  •  Prepare reports on procurement activities, including savings achieved, supplier performance, and market analysis. 

2. Qualifications and Experience: 

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field. 
  • Professional certification in procurement (e.g., CIPS, CPSM) is an added advantage. 
  • Minimum of 3 years of experience in procurement, supply chain management, or a related field. 
  • Proven experience in sourcing, tendering, and supplier negotiation. 

3. Skills and Competencies: 

  • Strong negotiation, analytical, and decision-making skills. 
  • Excellent organizational and time management skills. 
  • Ability to work under pressure and meet deadlines. 
  • Proficiency in procurement software and Microsoft Office Suite. 
  • Strong communication and interperonal skills. 
  • Attention to detail and high level of accuracy. 

 4. Key Performance Indicators (KPIs): 

  • Timeliness of procurement processes and delivery of goods/services. 
  • Cost savings achieved through effective negotiation and sourcing. 
  • Supplier performance and compliance with contracts. 
  • Accuracy and completeness of procurement documentation. 
  • Adherence to procurement policies and procedures.
