OBJECTIVES & MAIN RESPONSIBILITIES:

Violence based on disability, gender and age (DGA) is a widespread and life-threatening issue. One in 3 women will experience physical or sexual violence during her lifetime. The risk of violence to children with disabilities is 3 to 4 times higher than that to children without disabilities. Violence is a reality in every context, but it is exacerbated during and after emergencies, where economic and social structures, essential services and protection mechanisms fail. It has significant and long-lasting impacts on the health, development and well-being of survivors and their families.
In emergencies, HI works to prevent and mitigate DGA-based violence and to provide holistic care for survivors, so that women, girls, men and boys of all ages and abilities can live safely, with dignity and in control of their own lives.
You will be part of the Protection and Risk Reduction Division (20 staff), the Emergency Protection Specialist is member of the protection against violence team with 4 other members.
The Emergency Protection Specialist position we are seeking is meant to ensure that HI’s response in emergency setting is designed and implemented to respond to the protection needs of the targeted population. A central function of the Emergency Protection Specialist is
to provide technical guidance for successful implementation of DGA based violence prevention and response activities of HI emergency response.

Your missions will be:

Task 1: Provide technical guidance and support in protection to emergency unit and teams in charge of emergency response.
- Lead on or support (rapid) gender analysis and protection needs assessment
- Provide technical advice on all issues related to humanitarian protection and in particular, DGA based violence, protection mainstreaming and the preventions of sexual exploitation and abuse.
- Provide technical review of protection sector in concept notes and proposals.

Task 2: Provide technical guidance and support to country-based HI teams in the development, implementation and quality control of projects aimed at addressing violence.
- Provide technical guidance throughout project cycle.
- Support the development of new project proposals or country strategy on protection against violence based on DGA.
- Ensure technical support to projects teams when gap of expertise on the field.

Task 3: Contribute to the strenghen human resources within HI in its area of expertise :
- Increase the capacity of field staff to understand protection principles and best practices, prevention of Disability/Gender/Age based violence and abuse, other crosscutting issues and appropriate humanitarian interventions.
- Deliver and contributing to protection training.
- Contribute to identification, recruitement and appraisal of qualified national and international human resources within its area of expertise.
- Describe job profile standards and skill matrix for each profesionnal channel.
- Develop and maintain a roster of technical human resources able to collaborate on the thematic with HI.

Task 4: Documentation and Representation
- Contribute to the development of protection tools, SOP, guidelines and policies.
- Represent the technical expertise of HI at inter-agency coordination meetings.
- Actively attend and contribute to internal emergency WG.
- Contribute to advocacy on specific themes in line with the global advocacy priorities.
- Contribute to communication messages in line with the global communication priorities and contribute to scientific publications.

DESIRED PROFILE:

- You hold minimum a master’s degree level qualification in Social Sciences, Psychology, Gender and/or Disability studies or other relevant field of study
- You have at least three years professional experience in a technical advisory position in an emergency/chronic crisis setting and 5 years professional experience in implementation of protection projects
- You demonstrate clear understanding of child protection concerns, gender, human rights and violence against women and girls and protection mainstreaming
- You have a solid experience in implementation of protection projects
- You have a strong experience in representation and networking.
