- Position title: M&E Knowledge Specialist
- Position level: C2
- Team: Performance & Impact
- Required FTE: 100%
- Required travel: Up to 20% (upon completion of a security training)
- Reports to: Performance & Impact Manager
Scope of the role
Responsible for managing Monitoring and Evaluation quality assurance and daily activities in line with the holistic evidence framework on community-based PVE, and to support P&I unit and GCERF generating and translating its results into knowledge products.
Principal accountabilities and ownership
- Grant-making: Responsible for ensuring M&E quality during grant making process, most notably co-leading the theory of change design, and leading the development of the results-framework. Coordinate the grantmaking of Local Knowledge Partners in their portfolios.
- Grant-management: Responsible for ensuring M&E quality throughout grant-management process (e.g.; routine results reporting, assessments), including the management of TPMs/ external evaluations. Be the focal point for the Local Knowledge Partners in their portfolios. Support M&E capacity building of grantees.
- Knowledge-generation/Knowledge-management: Responsible for supporting the process of generating and translating the results and learnings of GCERF projects into knowledge products. Be a focal point for reviewing academic/policy papers to be published by GCERF/stakeholders. Be a focal point for organising and systematising GCERF produced knowledge and learnings, including the co-elaboration of a research agenda. Be a point of contact from P&I to GCERF Communications team in terms of learnings and knowledge.
Qualifications
Knowledge/Experience/Qualifications
- Master’s degree in Economics, International Relations, Social Sciences or related area
- PhD candidate/degree in in Economics, International
- Relations, Social Sciences or related area is an asset
- At least 4-5 years’ experience with M&E, project
- management or applied research is required (if PhD candidate/degree, at least 2 years of experience is required)
- At least 1 year of field experience, preferable working on project management or M&E
Technical skills
- Proven experience with M&E
- Excellent writing skills, especially academic writing
- Previous experience with PVE programmes management or similar practices is an advantage
- Fluency in English and French is required.
- Working knowledge in other languages is an asset (Russian or Portuguese)

Performance & Impact Manager (primary)
• Ensure communication and guidance is received from P&I Head
Performance & Impact Unit (primary)
• Support other MES regarding translation of assessments, results and learnings into knowledge products
Portfolio Management team (primary)
• Contribute to Country Needs Assessments from P&I perspective
• Support programme quality and performance reporting
• Provide support in identifying grantees capacity- building needs
• Review and comment on policy/academic pieces produced by portfolio team
Resource Mobilisation Team (primary)
• Support data-sharing for creating Resources Mobilisation related content
Communication Specialist (primary)
• Liaise with Communication Specialist/ team regarding learnings and knowledge.
