DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Since its founding in 2000, DCAF has contributed to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.

The People, Resources and Organisation department (PRO) supports the three operational departments (Policy and Research, Operations, International Security Sector Advisory Team / ISSAT) that deliver the DCAF mandate. Its mission is to transform business expertise into value for colleagues to focus on their respective activities. The PRO department is service and compliance oriented and promotes a culture of collaboration with other departments. It provides advice to make day-to-day processes smooth and predictable, while constantly strengthening the credibility of the organization (risk management, best practices). The PRO department plays an important role in change management to move DCAF even further.

Our information systems have already been migrated to the Microsoft cloud and we are pursuing our journey towards digital transformation (adoption, automation...)

For our PRO department, we are looking for a team player with a customer-centric mindset to be our next Information Systems Coordinator (work rate 80% to 100%)

  • Location: Geneva (working from home/flexibility within the legal framework)
  • Starting date: 8th January 2024
  • Duration: permanent

The role

The person is the Information Technology IT referent for DCAF.

It is the single point of contact for all IT related matters for end-users, management, our Information Systems service provider and partner (managing cloud services and infrastructure) as well as external service providers (video conferencing hardware and software, custom developed applications)

This includes providing day-to-day end-user support in using and troubleshooting application related issues, induction to IT for new employees, delivery of training/workshops, consulting and analysis of needs/requests.

This person will also be actively participating in defining and implementing the IT strategy as a member engaged in the IT steering committee.

This role also includes administrative and coordination tasks such as budgeting, application licensing management, IT procurement, technical documentation, and communication through different channels (email, intranet).

The person reports to the Head of PRO department, who is part of the Senior Management Team.

Key areas of operation:

  • Data management: support DCAF strategy to manage data (classification, archiving…)
  • Data analysis about user needs: capture end-user feedback, applications usage analytics to improve user experience.
  • Governance and strategy: participate in the definition of IT strategy, IT governance related policies. Manage risks, manage assets.
  • Advise organisation on how to leverage existing and future tools for continuously improving collaboration, information sharing, project planning and external training.
  • Video conferencing: good knowledge of hybrid meeting rooms setup and its technology and support/train users on its good use.
  • Administration: budget management, centralisation and management of licences requests, hardware procurement).
  • Coordinate IT projects: automation of processes, interaction with Information systems department (infrastructure changes…) and external IT service providers (custom developed applications).
  • Support and advise end-users in their use of IT applications (Teams, SharePoint, Microsoft 365 applications suite, systems access, …).
  • Train end-users on IT software.
  • On-boarding/Off-boarding of employees: Ensure data consistency between HR, IT and Financial systems.
  • Liaise with communications team for the IT intranet page and to communicate key functional changes (Teams, OneDrive etc.).
  • Coordinate and collaborate with the two other Sister Centres

Your experience

  • Bachelor or master’s in information systems or equivalent experience
  • Experience in designing processes.
  • 5 years + Experience in a similar function
  • Experience as a super user of Microsoft 365 applications, in particular Teams
  • Knowledge and use on SharePoint Online.
  • Good knowledge of Information Management
  • Exposure to data protection and cyber security regulations
  • Fluent in French (C1) and good command in English (B1 minimum)
