Description
DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Since its founding in 2000, DCAF has contributed to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.
DCAF’s Foundation Council members represent over 50 countries and the Canton of Geneva. Active in over 60 countries, DCAF is internationally recognized as one of the world's leading centres of excellence for security sector governance (SSG) and security sector reform (SSR). The People, Resources and Organization (PRO) department supports the three operational departments (Policy and Research, Operations, International Security Sector Advisory Team / ISSAT) that deliver the DCAF mandate. Its mission is to transform business expertise into value for colleagues to focus on their respective activities. The PRO department is service and compliance oriented and promotes a culture of collaboration with other departments. It provides advice to make day-to-day processes smooth and predictable, while constantly strengthening the credibility of the organization (risk management, best practices). The PRO department plays an important role in change management to move DCAF even further.
For our PRO department, we are looking for a team player with a growth mindset to be our next Head of finance Unit and Facility management (100%)

- Starting date: 8th January 2024 (working from home/flexibility within the legal framework)

The role
The person oversees the DCAF financial management activities (4.3 Full Time Equivalent) and the facilities management (1.5 Full Time Equivalent).
The person will be a member of the Extended Management Team, which meets several times a year, and will report to the Head of PRO (People, Resources and Organization) department, who is a member of the Senior Management Team.
Key areas of operation:
- Oversee and advise on cost rationalization and optimization.
- Oversee implementation of new cost recovery systems and advise teams.
- Manage, advise and improve the resource allocation system for harmonization and equity.
- Responsible for general and analytical accounting activities, overseeing the financial close process,
- Responsible for sound financial reporting mechanisms.
- Oversee cash and foreign exchange management activities and optimize financial result performance.
- Oversee and continuously improve financial risk management, ensuring an adequate internal control system.
- Spearhead the implementation of the Corporate Risk Framework and coordinate the annual review of top risks under the guidance of the Head of PRO Department.
- Provide grant management advice.
- Implement and oversee the implementation of an induction process for finance and non-finance staff.
- Develop and oversee the implementation of a training programme for financial and non-financial staff.
- Recruit finance staff within DCAF
- Coordinate finance activities carried out by finance people from other departments.
- Proactively propose and spearhead the development of IT financial tools to support the team in financial management: Nav ERP upgrade, development of a new tool for budget and grant management.
- Implementation of financial projects: new cost accounting structure, routine control of local office accounts,
- Local offices: developing a framework for financial management, liaising with Operations Department teams.
- Manage and supervise support and facilities management operations. This includes overseeing the front desk, optimizing office space and travel processes in collaboration with the Executive Assistant, as well as managing asset inventory and archives.
- Liaise with various external stakeholders: bank, auditors, other two sister Centers.
- Managing and optimizing the support provided to external partners in accordance with agreements.
Your experience
- Graduate from a master’s in financial management
- Specialist in internal control, risk management and design of processes
- 7+years’ experience in financial management
- Experience in working with local affiliates in a lean context and grant/funding management.
- Fluent in both French and English (written and spoken)
- Use of Enterprise Resource Planning ERP (Navision), specific grant management tools, at ease with power BI and other reporting tools
