Description
Background
The Syrian Negotiation Commission - Geneva Office (SNCGO) is representing and supporting the SNC and its mandate by expanding and facilitating outreach to Syrians and international actors. The SNC works towards a negotiated end to the conflict benefitting the Syrian people through dialogue, peaceful means and democracy in line with UN Security Council Resolution 2254.
The SNCGO seeks the services of an Organisational Developement Consultant to enhance its organizational and capacity development strategies.
Description
The services foreseen include the development, improvement, and continuous consulting on the following topics:
- Organizational Development
- Planning (including setting up annual objectives and work packages)
To implement the services, following interventions are foreseen:
- Facilitate and provide expertise in operational planning for 2024
- Supporting the development of SNCGO project documents
- Design and facilitate a participatory planning process
For implementing the workshops and coaching in the field of organizational development and capacity development following tasks are foreseen:
- Facilitate the review of the work plan and its reframing within a wider organisation operational plan (Review of programmatic objectives, delivery, monitoring and evaluation, identification of key milestones and decision-making points).
- Contribute to the review and revision of the project budget to align with the wider organisation’s operational plan.
- Contribute to the assessment of the availability of financial and other resource requirements (such as human resources) for the delivery of the 2024 programme.
- Enhance the financial management capacity of SNCGO, including supporting the introduction of forecasting and reporting tools.
- Establish a process to assess and build on achievements and directions set in 2024 for the consolidation and medium-term sustainability of the SNCGO.
- Facilitate planning working sessions (as relevant to different stakeholders) that refer to the institutional self-understanding of the SNCGO.
Qualifications and Competencies
- University degree (Diploma/Master) in Sociology, Psychology, Human Resources, Economics, International Relations or other relevant field
- Proficiency in English
- 7 years of professional experience in management and organizational consulting as well as support of complex processes, including moderation and facilitation of workshops and team building.
- 5 years of profound knowledge and experience on challenges of "leadership in crisis contexts" as well as 5 years of experience working in highly dynamic and fragile contexts.
- At least 3 years of work experience in management and ‘healthy leadership’ experience as project team leader or manager in a company.
- 2 years of work experience in the the MENA context.
- 5 years of work experience in Development and Cooperation.

Contract Duration
The consultant engagement will be for a fixed period commencing on 25 July 2024 and ending on 31 December 2024 for a total of 12 days for consultative sessions/Workshops on operational planning and 8 days for workshops on participatory planning. The consultancy is open to bids from both individual consultants and companies.
