About CTI
The Convention against Torture Initiative (CTI) is a unique intergovernmental initiative promoting the universal ratification and effective implementation of the UN Convention against Torture (UNCAT). CTI works through confidential, constructive and cooperative engagement with States, offering tailored technical and legal support, peer-to-peer learning, and diplomatic dialogue. The CTI Secretariat, based in Geneva, manages the day-to-day operations and supports the work of the Initiative’s Core States.
Position Summary
CTI is seeking a dynamic and strategic Programme Manager to oversee and coordinate the implementation of CTI’s programmes in support of States' efforts to ratify and implement the UN Convention against Torture. This is a mid-level professional role suited to someone with a solid background in international human rights, diplomacy, or public international law, who is organised, proactive, and skilled at building relationships. The person undertaking this role should have strong experience in delivering projects and programmes in diverse country contexts, and have a strong background in event/workshop/seminar conceptualisation and organisation.
Key Responsibilities
- Lead the planning, delivery and monitoring of CTI’s programmatic activities in assigned regions and thematic areas;
- Coordinate and implement capacity-building activities, including high-level dialogues, technical workshops, study visits, and trainings with government representatives and other stakeholders;
- Provide strategic and policy advice to States on UNCAT ratification and implementation, in consultation with the CTI team and partners;
- Develop and maintain constructive relationships with States, UN bodies, regional organisations, and CTI’s strategic partners;
- Draft quality written outputs including reports, background notes, talking points, speeches, and communications materials;
- Contribute to CTI’s internal planning and strategy processes;
- Represent CTI in meetings, conferences, and consultations as appropriate;
- Manage junior staff or interns as appropriate and relevant to delivery of programmatic objects and projects;
- Support other Secretariat tasks as needed, including organisational and administrative duties within a small, collaborative team environment.
Qualifications and experience required
- Advanced degree in international law, human rights, international relations, or a related field;
- At least 5 years of relevant professional experience, ideally including work with governments, international organisations, or NGOs in the field of human rights or rule of law;
- Strong understanding of the UN human rights system, treaty bodies, and international anti-torture framework;
- Experience managing projects, coordinating multi-stakeholder activities, and delivering high-quality outputs, including under tight deadlines;
- Excellent writing, research and analytical skills;
- Demonstrated ability to work diplomatically, discreetly and constructively with a range of actors. Experience working with governmental actors is an asset;
- Fluency in English is essential; working knowledge of other UN languages is a strong asset.
Contract Type: Full-time, fixed-term (1 year, with possibility of extension)
