For DCAF’s Operations Department, we are looking for a dynamic and committed individual to be our next Advisor – Programme Management.

  • Location: Geneva
  • Starting date: September 2022 or upon mutual agreement
  • Duration: One year with possibility of extension

The role

Reporting to the Deputy Director/Head of Operations, the Senior Advisor - Programme Management provides advice and guidance to the departments five regional divisions/units in the design of country programmes, including the establishment of monitoring systems and the gathering of data for RBM reporting. In addition, the Advisor supports the establishment of a system of learning across the department’s country programmes and field offices that will contribute to new knowledge and communication products.  Working closely with the Head of Operations, s/he supports the use of the performance information for fundraising, decision-making, resource allocation, lesson learning and the smooth running/coordination within the Department.

Key areas of operation:

Programme design, monitoring and evaluation

  • Provide advisory support to teams throughout the process of project analysis, design and planning, implementation, monitoring, evaluation and lesson learning.
  • Contribute to donor relations, the development of funding proposals, and provide support to external communications and strategy development.
  • Oversee and update as needed the lessons identification process for Ops department programmes, support the gathering and dissemination of good practice and its integration into future programmes.
  • Contribute to scoping studies and the identification of needs and programme opportunities.
  • Oversee Operations Department compliance with MEAL and RBM requirements and provide periodic quality control for project documentation including results matrices and logic models.
  • Work closely with Divisions’/ Units’ MEAL Focal Points, providing advice and capacity building where needed.

Coordination, learning and capacity building:

  • Establish a virtual community of practice that supports the development of staff capacity, skills and knowledge in programme management and various aspects of SSG/R good practice.
  • Support the identification of training needs and the organization of periodic training (e.g. in programme management or monitoring, evaluation and learning).
  • Facilitate cooperation and the exchange of information between the different divisions within the department, and with the corporate MEAL Team.
  • Seek synergies and exchange with other Departments (Policy and Research/ISSAT/ Resources) within the organisation, and, through lessons exchange, support DCAF in bridging policy and research with practice.
  • Contribute to learning processes and publications.

Other related tasks

  • Support the development of the annual budget and work plan process for the Operations Department
  • Support the Fundraising group as required.
  • Provide reinforcement/support to the operations of the geographic divisions, as required.
  • Assist the Head of Operations in the management of the Department.
  • Manage oversee more one or more staff working at the departmental level.

Your experience

  • Knowledge of monitoring, evaluation, learning and knowledge management related concepts, methods, and tools.
  • Significant experience advising on reform and change manage processes.
  • Solid communication skills (written and spoken) in English. French is an asset, as is a track record of publications.
  • Experience in policy development and influencing is an asset, as is previous experiencing in donor relation and fundraising.

  • Excellent interpersonal communication skills.
  • Ability to forge productive working relationships, listen, adapt, and persuade.
  • Ability to interpret and analyse/synthesise results in a way that aligns with organisational strategy and vision.
