The Role:

Reporting to the Associate Director for Europe, the Program Manager will support the programmatic and operational functions for the Europe program. This role will support project management, annual planning and budgeting, fundraising, sub grant management and donor compliance, evaluations, and knowledge management. The role will work closely with other members of the Europe department and will serve as a liaison to key operational functions such as Human Resources, Finance, Technology, and Monitoring, Evaluation, & Learning. The role is for a 2-year period initially. Location will be in Europe

Primary Responsibilities:

  • Support the Europe department’s planning, implementation, evaluation and learning processes, including annual work planning and budgeting processes, and Support the tracking of work plan implementation, projects and expenses and the periodic budget reprojection processes.
  • Provide strong project management for the Europe department, including supporting the establishment of effective planning and tracking tools, and ensuring effective administrative, logistical and operational arrangements and support.
  • Provide administrative and logistical support for project activities, including planning and organizing events, publication and design processes, and other activities.
  • Support development of fundraising proposals and associated budgets, including supporting drafting proposals, developing log frames and indicators.
  • Support project management of grant-funded projects, including with regard to budget tracking, compliance and reporting.
  • Support preparation and management of contracts, sub-grants and partnership and consultancy agreements.
  • Improve and maintain internal information management systems and ensure maintenance and filing of department documentation.
  • Support liaison with other departments, including Human Resources, Finance and Operations.
  • Participate in key cross-departmental and cross-functional teams as representative of the Europe department, as needed.
  • Other duties as assigned.

Qualifications:

  • Strong commitment to the Center’s mission, purpose, and values;
  • Masters degree in management, administration, social sciences, public health or related field required;
  • Qualifications in project management, financial management, NGO management desirable;
  • 8+ years of professional experience in civil society or non-profit sector required, including significant program and project management experience;
  • Demonstrated strong experience with budget creation and budget management;
  • Demonstrated experience with fundraising and grant management;
  • Demonstrated experience managing complex projects using project management tools;
  • Proven excellent organization skills and attention to detail;
  • Demonstrated excellent writing and verbal communications skills;
  • Excellent computer skills required, including fluency in Microsoft Office Suite and strong Excel knowledge;
  • Demonstrated ability to learn quickly, digest large quantities of information and apply transferrable skills to new areas or types of project.
  • Must be flexible and adaptable and able to work proactively and independently, multi-task, and deliver high quality work under tight deadlines;
  • Solutions-oriented approach with strong analytical/reasoning skills;
  • Ability to assess and improve systems and processes;
  • Strong interpersonal skills and ability to work collaboratively;

  • Fluency in English and strong language skills in another European language required.
