DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Since its founding in 2000, DCAF has contributed to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. ISSAT is a Department of DCAF. ISSAT was established in 2008 in response to the need to increase the capacity of the international community to support Security Sector Governance/Reform (SSG/R) processes, to enhance the effectiveness and quality of SSG/R programming, and to facilitate the coordination and coherence of international assistance for nationally driven SSR/G processes. It provides practical support to the international community in its efforts to improve security and justice, primarily in conflict-affected and fragile states. It does this by working with a group of member states and multilateral institutions (International Partners Group Members, or IPGMs) to develop and promote good security and justice reform practices and principles, and by helping its members to build their capacity to support national and regional security and justice reform processes. The ISSAT provides a deployable capacity to support its IPGMs. Within ISSAT, the professional development and training (PDT) Service  Line focusses on training design and delivery, professional development advice and mentoring for the benefit of our IPGMs to enhance the their ability to deploy strategic SSG/R advisors. For our OAK service line, we are looking for a motivated and experience individual to be our next :

  • Outreach and Knowledge Junior Project Officer (JPO) – 100%
  • Location:                          Geneva
  • Starting date:                 As soon as possible
  • Duration:                          12 month fixed-term contract, with possibility of extension.

The role

Reporting to the Head of Outreach and Knowledge (OAK) service line, the Junior Project Officer will focus on supporting the OAK outreach portfolio through hands-on development support to the ISSAT Community of Practice, newsletter development and dissemination, social media, as well as, research and project management support across the OAK portfolio. More specifically the incumbent will:

Key areas of Operation

  • Develop and update content of the new ISSAT Community of Practice, and disseminate to the Security and Justice Sector Reform (SJSR) Community of Practice, via the Bi-monthly, Digest, Bulletin, and social media;
  • Maintain the coherence and utility of the CoP through content generation, identification of resources and conducting updates, basic maintenance and corrections (operating wordpress and other technologies as necessary);
  • Draft outreach products for the ISSAT SSR Community of Practice, including blog posts, podcasts, videos, infographics, and other related online presence;
  • Draft and disseminate donor-oriented or public newsletters;
  • Assist the Head of OAK with the preparation and dissemination of outreach material for capital visits, panels, round table debates, workshops, seminars, conferences or other ISSAT or donor organized events;
  • Contribute to the promotion of SSG/R to donors, through support to International Partners Group meetings, presentations, DCAF-wide consultations, etc.
  • Develop operational tools and outreach products in the area of SSG/R. These tools form the core of the ISSAT approach to supporting SSR processes and the means through which to develop the capacity and knowledge of international actors’ personnel from ISSAT International Group Members;
  • Contribute to OAK’s project management processes as necessary.

Your experience

  • MA/MSc in International relations, security studies, political sciences, law, conflict studies, development or related field;
  • Previous internship in the field of security, justice, international development.
  • Previous hands-on experience in designing and managing an online community of practice;
  • Experience in conceptualising and developing outreach products, including infographics, podcasts, vidoes and social media presence.
  • English and French, other languages an asset

Your skills

  • Proactive ability to work as part of a multi-cultural, multi-disciplinary team;
  • Good communication (verbal and written), and good drafting and presentational skills;
  • Interest in international relations and development issues, fundamental to the SSR concept, is highly desirable;
  • Swiss or EU citizenship, or a valid work permit for Switzerland at the time of application is a pre-requisite
