Mission & Context

Médecins sans Frontières (MSF) is an independent humanitarian organization providing medical aid to victims of man-made or natural disasters, epidemics and endemics. In its Operational Centre of Geneva (OCG), the steering and implementation of field programmes is under the responsibility of an Operations’ Department. The supply chain as well as the development of technical and/or strategic solutions adapted to logistical challenges met in the field or linked to specific ambitions in water and sanitation, is under the responsibility of the Logistics Department. Collaborative work between the two departments is considered a cornerstone for the organisation to improve its responsiveness, the general quality of its projects and level of care for patients or beneficiaries.

The Logistics and Supply Director is responsible for the achievement of OCG Logistics Department’s role and objectives. In the coming years, the main strategic priorities for the department are:

  • Reinforce the effectiveness of all logistics areas as well as the Logistics and Supply HR pathway and the OCG supply chain, to support the operational ambitions described in the OCG Strategic Plan;
  • Address the field operational support needs and structural challenges, with the required flexibility and adaptation of priorities while considering the ongoing challenges of growth and control
  • Collaborate in and also define initiatives contributing towards the organization’s efforts in Planetary Health.
  • Contributes to the transformation of OCG's supply chain, improving lead times and availability on the one hand, and significantly reducing its carbon footprint on the other  Improve the supply chain management (medical items and logistical material), quality control, accountability and planning of both international procurement and locally purchased supplies;
  • Increase intersectional co-operation and favour shared operationality through effective communication, coordination and concrete collaboration with other Operational Centres , especially in regards to supply chain management, Emergency responses and planetary health initiatives »and European Supply Centres.
  • Create a better integrated work with the Operations’ and Medical departments, through collaborative work platforms focusing on precise medical operational challenges, selection of standards, and improvement of practices;
  • Be in the vanguard of evolving trends and new technologies in the field of logistical practice, in link with external expertise and institutions.
  • Through the facilities of our building in Geneva, implements the best possible work organisation for all users

The role of the Logistics  and Supply Chain Department also includes, in collaboration with other involved Departments to be part of transversal institutional dossiers and projects, animate the logistics HR pathway and the knowledge management mechanisms to field logistical staff, through adapted trainings and field tool systems.

Main Responsibilities

The Logistics Director is a member of OCG MSF Switzerland’s Management team, jointly responsible with the other Directors to elaborate and implement OCG Strategic plan.

More specifically, the Logistics Director is responsible and accountable for:

  • The contribution of his/her department to the support of operations and strategic framework of OCG and, as a member of the Management Team, for implementing the organisation’s strategic choices within his/her area of responsibility.
  • In accordance with the Medical Operational strategy, the development of logistics and supply ambitions and their translation into practice (strategic guidance and plans, policies and processes, work plan, standards)
  • The implementation of technical practices; purchases and transports; and investments with low carbon emissions and innovative techniques going in the direction of a greener footprint of our organisation The management of their work organization and the quality of the deliverables; the positive contribution of his/her department members to transversal projects, forums, and good collaboration with other departments, in particular the Operations Department.
  • The mobilization and adaptation of his/her department to support operations, notably in the case of humanitarian emergencies.
  • In collaboration with the Operational Cells, the timely, consistent, and adapted to context answers to field project questions necessitating advice, support, expertise and/or research.
  • The improvement of field logistical practices, by strengthening training strategy and content, by adapting policy recommendations.
  • The responsiveness, effectiveness, and quality of the OCG supply chain and timely delivery of related information.
  • The development and control of the department budget.
  • Developing strategic, tactical and operational collaboration with similar functions in other MSF entities as well as with other relevant international platforms (pharmacists, medical directors, IT, ) with a view of enhancing synergies, efficient decision-making, quality, and independence on procurement.
  • Developing logistics and supply chain support from regional entities as per OCG and International strategies, primarily from Amman, Kampala, Dubai and Dakar and others to come.
  • The active building and maintenance of partnerships with external organizations to facilitate technical surveillance and to adapt external knowledge to contexts of MSF operations.
  • An adequate maintenance and management of the Geneva headquarter infrastructure (management of the General ‘facilities’ services, adaptation works, respect of security and legal obligations).
  • Any specific tasks or responsibilities given by the General Director.

Your Profile

Education

  • Postgraduate academic qualifications in logistics or in one of its domains, such as in engineering or in supply.
  • Qualification in business management is an asset.

Experience

  • Knowledge of and considerable operational experience with logistics and supply management in emergency aid in complex settings with MSF (or a comparable organisation).
  • Transversal project management.

Languages

  • Fluent in English (oral and written);
  • French is an important asset.

  • Flexibility and open-mindedness. Open to improve his/her skills (coaching).

Skills/ Technical competencies

  • Strong strategic sense of the MSF mission and its logistic challenges.
  • Proven expertise in strategic policy development, planning and monitoring of results, financial and human resource management.
  • Ability to lead change through people i.e. ability to communicate vision and rationale for change and facilitate collaborative work (project management).
  • Strong leadership capacity and proven capacity to coordinate managers, animate working groups, stimulate and lead internal debates, and to give external presentations.

Terms of Employment

  • Full-time position 100% (40h/week)
  • 3-year term renewable once, maximum 6 years
  • Working place : Geneva,
  • Ideal start date: As Soon As Possible
  • Gross annual salary: from CHF 154’992.- to CHF 164’124.- (salary commensurate with equivalent experience and internal salary grid)
