Mission & Context

Over the last years, MSF OCG has set an ambition to further invest in advocacy and analytical capacity to reinforce the delivery of its social mission. Following this ambition, an “Advocacy Unit” was set up in the Operations Department, under the lead of one Head of Unit. It is currently composed of 3 advisors, in charge of priority contexts and specific thematic defined within Operations, in coordination with other key stakeholders such as the Medical Department. The 2020-2023 Strategic Plan reiterates the ambition to continue improving OCG’s advocacy capacity while setting the Planetary Health dossier as a key transversal thematic during its implementation. To ensure that advocacy-related ambitions are achieved, MSF OCG is looking for a Medical Advocacy Advisor to lead priority medical dossiers and be the unit’s focal point on Planetary Health.

(Operational) Advocacy refers to the capacity to formulate and implement strategic initiatives, based on reliable data and evidence, in order to address medical and humanitarian issues faced by populations MSF brings medical and humanitarian assistance to. This can be done in various ways, by fostering change in others’ practices and policies, or under certain circumstances, by speaking out about the plight of populations in danger. It complements MSF’s medical interventions as a key component of MSF’s social mission and is fully anchored in operational strategies.

Scope of Responsibilities

In close collaboration with Operations (missions, cells and directorate), the unit is responsible for framing strategic advocacy orientations, their development and implementation at field/mission and global levels. The Advocacy unit further engages with the Learning & Development unit to develop mid/long-term resources to be deployed at field level (training conceptualization and provision, advocacy workshops/capacity-building activities within missions) related to advocacy. The unit works closely with the Medical and Communications department to ensure a consistent and multidisciplinary approach.

The Medical Advocacy Advisor (MAA) leads on the development of advocacy-related engagement (context or thematic-based) while supporting a portfolio of missions. Through the provision of strategic and technical inputs and the written production of content/analysis, the MAA participates in the overall achievements of the Advocacy unit’s vision, ambitions, and prioritized objectives. S/he is expected to foster collaborative interactions with colleagues across OCG, with specific emphasis on the Operational Communications team and members of the Medical Department (including technical and strategic support).

Lead the development of medical advocacy dossiers

  • Ensure that the link between operational and medical advocacy is strengthened;
  • Support the development of evolving priority medical dossiers: Hepatitis B and E, Sexual and Reproductive Health (including Safe Abortion Care), Epidemic response, Antibiotic resistance, Non-Communicable Diseases.
  • Provide support on transversal medical dossiers: Populations and Patients as Partners (PPPs) and funding landscape/ integration of chronic conditions (including HIV & TB);
  • Participate in internal/external medical meetings (as needed) while supporting MSF’s analysis of global health dynamics (ad hoc requests);
  • Participate in internal and/or external events while engaging in relevant networks (e.g. GHAN) in her/his area(s) of expertise (with expected feedback to MSF about others’ practices and collaboration opportunities.

Drive the development of the Planetary Health dossier in the Operations Department

  • Support and/or oversee the development of initiatives on Planetary Health (PLTH), ensuring timely and quality deliverables while supporting outcomes (e.g. workshops, collective discussions, results dissemination);
  • Support the development of Planetary Health-related analysis/research (methodology, case-studies, briefing papers, etc.) to assist field missions in building their understanding, ownership, and buy-in of PLTH dossier;
  • Develop advocacy strategy for Pillar 1 (Med-Ops) and Pillar 3 (Communication and Advocacy) of PLTH dossier;
  • Ensure operational planning include PLTH while supporting key field missions to integrate PLTH into operational planning documents (MSP, CAP, project proposals, medical strategies, risk analyses, advocacy strategies);
  • Facilitate integration of PLTH as an integral analysis node in Emergency Preparedness (E-Prep, SEPS guidelines);
  • Drive the development of learning materials, internal events/initiatives related to PLTH.

Support MSF OCG advocacy ambitions in missions and/or at global level

  • Support OCG reflection on transversal thematic (migration/forced displacement, protection of medical mission) and OCG global/public positioning (in link with other MSF offices as needed);
  • Reactive support to cells/missions on operational positioning needs (analysis of external environment);
  • Provide inputs on her/his area(s) of expertise in the development of the MSF OCG Strategic Plan/key documents.

Support the development of advocacy activities under the MSF OCG strategic framework

  • In close collaboration with the Operations Department and the Operational Communication team, s/he will:
  • Provide strategic inputs to advance MSF OCG vision (development of medically focused advocacy workstream);
  • Provide technical support to the Ops Comm Team and/or cells and missions to:
    • develop and implement operational advocacy strategies
    • design specific advocacy tools and trainings/workshops for field missions
    • provide analysis on specific thematic;
  • Link missions’ analytical work to global MSF advocacy issues and initiatives;
  • Represent MSF OCG for external engagement on request (from missions/cells/Operations directorate).

To participate in Learning and Development (L&D) activities

  • Provide strategic inputs to the advocacy L&D plan;
  • Lead, propose and/or participate in L&D initiatives (training, webinar, workshops), including conceptualization, content design/update, coordination of courses and facilitation of modules;
  • Undertake any other requests to participate actively in increasing advocacy knowledge and capacity in MSF OCG (collective discussions, internal events/newsletter, etc.).

Your Profile

Education

  • Medical/paramedical degree preferred
  • Public health expertise an advantage

Experience

  • At least 5 years of experience in the humanitarian sector, with up-to-date knowledge of current issues and trends in the health sector and the humanitarian field
  • Experience in medical and/or operational research (data analysis, epidemiology) and in coordination roles within international organizations
  • Experience in humanitarian affairs or advocacy roles in the humanitarian field (medical focus)
  • MSF experience is desirable
  • Experience in and/or knowledge of Planetary Health

Languages

  • Fluent English
  • Other languages (French, Spanish, Arabic) an advantage

Terms of Employment

  • Full-time position 100% (40h/week)
  • Open-ended contract
  • Working place : Geneva, with field visits
  • Ideal start date: October 3rd, 2022
  • Gross annual salary: from CHF 91’663.- to CHF 105’179.- (salary commensurate with equivalent experience and internal salary grid)
