About ICVA

Founded in 1962, ICVA (International Council of Voluntary Agencies) is a global network of over 140 non-governmental organisations (NGOs) active in 160 countries, operating at global, regional, national and local levels, whose mission is to make humanitarian action more principled and effective by working collectively and independently to influence policy and practice. ICVA promotes and facilitates effective NGO engagement in the humanitarian sector, with a focus on Forced Migration, Humanitarian Coordination, Humanitarian Financing, and transformative cross-cutting systems-strengthening issues, including climate change, localization, diversity and inclusion.

Background to Consultancy

Raising community-awareness on the risks of sexual exploitation and abuse (SEA) committed by aid workers is critical to preventing of SEA, as well as ensuring that survivors know where and how to safely report SEA when it does take place. Local stakeholders have noted the need for effective, updated information, education and communication (IEC) materials on PSEA that are tailored to local cultural contexts, operational realities, the groups that are most at risk, and which take into account, among others, levels of literacy, languages, age and capacity.

To support NGOs in meeting these needs, in February 2020, UNHCR and ICVA partnered to launch the PSEA Community Outreach and Communications Fund (PSEA Fund). The Fund invests in community-led efforts to mobilize action to prevent SEA and ensure communities know how and where to safely report allegations and access support. The Fund is currently in its third round and has received over 3500 applications, funded 49 projects led by local NGOs in all regions, spanning a wide variety of operational contexts and tailored to diverse needs through over 40 types of materials, including print, video, audio, and community discussion guides, among others. These materials are all available on a readily accessible Deliverables Database.

Consultancy Objectives

With this consultancy, ICVA will conduct evidence-based research aimed to better understand the impact of the PSEA Fund in raising community awareness on the risks of SEA committed by aid workers and available reporting channels, with the aim that affected people know where and how to safely report SEA when it does take place. Through a methodology composed of desk review, on-site and remote interviews and field missions, the research will focus on understanding and documenting how community knowledge of SEA has evolved over the course of the projects and what changes communities can report in their awareness of SEA reporting mechanisms.

The research will also look at possible best-practices evidenced through the Fund, namely localization, accountability to affected people (AAP), inclusiveness of a diversity of needs and AGD profiles, and adaptability to crises and challenges. The research further aims to explore and document promising approaches evident through the progress reports and deliverables submitted by funded projects, whilst also examining how these projects are operationalizing key policy priorities on PSEA and related objectives. The research findings will be highlighted on a webpage (web report) which will also showcase multimedia examples of the identified good practices.

To support ICVA with the above-mentioned objectives, the consultant is expected to

  • Complete a desk review of the funded projects, and in consultation with ICVA and UNHCR, shortlist and narrow down to a target of 8 projects that will be researched in depth.
  • Create a final list of 4 projects to spotlight on field missions and 4 projects to be studied remotely.
  • Undertake missions to 4 projects to capture the experiences, recommendations and lessons learned from 1) NGO project leaders, 2) community-based project leaders and 3) community members.
  • Create video and multimedia content that includes interviews with key informants, footage of project activities (for projects funded in 2022 that are still ongoing), and media highlighting innovative elements of completed products (such as clips of completed awareness-raising videos, and possible still images from print materials). The field missions to the 4 ongoing projects will allow to take quality footages and carry interviews with the local NGO leaderships and local communities.
  • Create written content and analysis on best practices evidenced through the Fund based on the field trips and desk review of past projects and deliverables.

Reporting Lines

The consultant will report to ICVA’s Senior Policy Officer and work in close collaboration with the Associate Policy Officer.

Consultant requirements, competencies and skills:

  • Previous experience working in the humanitarian sector, with field experience as a preference
  • Strong understanding of PSEA, safeguarding, AAP and protection
  • Previous experience in a communication role
  • Experience in development of media content, including video production
  • Experience in planning and conducting interviews
  • Excellent writing and communication skills, including research, reports and web content
  • Fluent in English; good working knowledge of French and/or Spanish. Knowledge of other languages, such as Arabic and/or Portuguese, is a plus
  • Proven ability to work autonomously and meet agreed deadlines with limited direct oversight

Note: Throughout the work, the consultant must be registered in accordance with legal requirements in their country of residence and must be able to submit documentation that proves that she/ he is meeting all legal obligations for the consultancy, including full compliance with ICVA regulations including its safeguarding policy.
