Global Alliance of National Human Rights Institutions (GANHRI)

Description

GANHRI is the global alliance of NHRIs, with more than 110 members from all world regions. GANHRI is mandated to support the establishment and strengthening of NHRIs in all regions, in line with the UN Paris Principles. Its Sub-Committee on Accreditation (SCA) reviews the compliance of NHRIs with the Paris Principles. GANHRI encourages and facilitates cooperation among NHRIs from all regions, including hosting global meetings of NHRIs and acting as a knowledge broker for NHRIs. GANHRI is the global voice of NHRIs, contributes to UN global policy development, facilitates NHRIs' engagement with the UN system, and coordinates partnerships on NHRIs at the global level. GANHRI supports its member NHRIs when under threat in collaboration with the UN partners and its regional networks. 

Capacity Building of National Human Rights Institutions - Phase 3 project (NHRI.EU.3) 

GANHRI is the lead implementing agency for the EU funded project NHRI.EU.3. GANHRI’s co-implementing partners are:  

  • Africa-Network of African National Human Rights Institutions (NANHRI)  
  • Americas-Network of the National Human Rights Institutions from the Americas (RINDHCA) 
  • Asia-Pacific- Asia-Pacific Forum of National Human Rights Institutions (APF)  
  • Europe- European Network of National Human Rights Institutions (ENNHRI)

The project’s overall objective is to: Enhance the role of National Human Rights Institutions (NHRIs) and their global and regional networks in promoting and protecting the human rights of all individuals, with further objectives being to: 

  •  Strengthen NHRI’s effectiveness to protect and promote human rights defenders and civic space; support and protect NHRIs when under threat in line with the 2018 Marrakech Declaration and follow-up frameworks. 
  •  Strengthen the accreditation process and support the work of the Sub-Committee on Accreditation (SCA).  Support the establishment, strengthening and accreditation of NHRIs to be in compliance with the Paris Principles. 
  • Enhance NHRIs’ effectiveness in identified thematic areas to advance sustainable development through human rights.
  • Continue strengthening GANHRI and the four regional networks, including their secretariats, to be able to better serve and support their member NHRIs.   

The project is being implemented between 2022 and 2025.  

Objective of the Consultancy 

The objective of this consultancy is to review and where necessary enhance the logframe of the NHRI.EU3 project to ensure it accurately reflects the envisaged results, consolidates and refines indicators, and aligns with relevant frameworks such as the Global Europe Results Framework (GERF) and GAPIII. This will facilitate improved project monitoring, evaluation, and reporting.  

The consultancy is a short assignment – 5 to 7 working days maximum.  

Scope of Work 

The consultant will undertake the following tasks:  

  1.  Review formulation of results statements: ensure the logframe clearly reflects envisaged results at each level. 
  2. Consolidate or eliminate result statements: avoid duplications by merging similar results or eliminating redundant statements. 
  3. Revise formulation of indicators: improve clarity and relevance of indicators. Including: merging similar indicators: combine indicators that measure similar outcomes to streamline monitoring efforts; and removing activity-oriented indicators and results: focus on outcome-oriented indicators and results.  
  4. Review sources of verification (SoV); ensure SoVs are appropriate and reliable.  
  5. Include indicators linked to GAPIII and GERF: where applicable, integrate indicators that align with the GAPIII and GERF. 
  6. Update risks and assumptions: Revise and update risks and assumptions to reflect current project context and realities 

Deliverables 

The consultant is expected to deliver the following: 

  1.  Revised logframe: A detailed logframe reflecting all changes, including updated results statements, indicators, SoVs, risks, and assumptions. 
  2. Consolidation report: A report detailing the consolidation process, including justifications for merging or eliminating result statements and indicators. 
  3. Indicator revision report: A comprehensive report on the revised indicators, including their definitions, measurement methods, and alignment with GAPIII and GERF. 
  4. Updated risk and assumption matrix: A document outlining updated risks and assumptions associated with the project. 

Qualification and experience 

The ideal candidate should possess: 

  1.   Technical skills: Demonstrated strong understanding of monitoring and evaluation, including logical frameworks, results-based management, and familiarity with GAPIII and GERF. 
  2. Analytical skills: Proven ability to analyze and consolidate project indicators and results. 
  3. Communication skills: Excellent written and verbal communication skills in English. 
  4. Consultation experience: Prior experience working with international organizations, NGOs, or similar entities.
