1. Background<\/span><\/b>\u00a0<\/span><\/h3>\r\nThe Global Alliance of National Human Rights Institutions (GANHRI) is the global network of National Human Rights Institutions (NHRIs), which are independent state bodies with a constitutional and\/or legislative mandate to protect and promote human rights. To date, more than 100 NHRIs exist worldwide, 78 of them being in full compliance with the United Nations Paris Principles.<\/span>\u202f\u202f<\/span>\u202f<\/span>\u00a0<\/span>\r\n\r\nGANHRI is lead implementing agency for the EU funded project <\/span>Capacity Building of National Human Rights Institutions<\/span><\/i>\u202f<\/span><\/i>- Phase 3 project (NHRI.EU.3).<\/span><\/i> GANHRI\u2019s co-implementing partners are<\/span>:<\/span>\u202f\u202f<\/span>\u00a0<\/span>\r\n

  • Americas-Network of the National Human Rights Institutions from the Americas (RINDCHA)\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
  • Asia-Pacific- Asia-Pacific Forum of National Human Rights Institutions (APF)<\/span>\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
  • Europe- European Network of National Human Rights Institutions (ENNHRI\u202f<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\nThe project\u2019s primary objective is to: <\/span>Enhance the role of national human rights institutions (NHRIs) and their global and regional networks in promoting and protecting the human rights of all individuals<\/span><\/i>, with further objectives being to:<\/span>\u202f<\/span>\u00a0<\/span>\r\n
      \r\n \t
    • Strengthen NHRI\u2019s effectiveness to protect and promote human rights defenders and civic space; support and protect NHRIs when under threat in line with the 2018 Marrakech Declaration and follow-up frameworks.<\/span>\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
    • Strengthen the accreditation process and support the work of the Sub-Committee on Accreditation (SCA).<\/span>\u202f<\/span> Support the establishment, strengthening and accreditation of NHRIs to be in compliance with the Paris Principles.<\/span>\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
    • Enhance NHRIs\u2019 effectiveness in identified thematic areas to advance sustainable development through human rights.<\/span>\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
    • Continue strengthening GANHRI and the four regional networks, including their secretariats, to be able to better serve and support their member NHRIs.<\/span>\u202f\u202f<\/span>\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\nThe project is being implemented between 2022 and 2025.\u202f\u202f<\/span>\u00a0<\/span>\r\n

      2. Scope of the Engagement<\/span><\/b>\u00a0<\/span><\/h3>\r\nTo support the HR & payroll function of GANHRI, aiding in the administration of operations which supports ongoing projects including the NHRI.EU Phase 3<\/span>,<\/span> Project funded by the EU Commission.<\/span>\u00a0<\/span>\r\n\r\nDeliverable 1<\/span><\/b>\u00a0<\/span>\r\n\r\nPayroll<\/span>\u00a0<\/span>\r\n

      • Preparation of monthly sala<\/span>ries<\/span>\u00a0<\/span><\/li>\r\n \t
      • Salary slips, accounting vouchers, payment summary & tax documents<\/span>\u00a0<\/span><\/li>\r\n \t
      • Send<\/span> salary slips to employees<\/span>\u00a0<\/span><\/li>\r\n \t
      • Adjustment of social security contributions (AVS (retirement and survivors\u2019 insurance), LPP (occupational pension schemes), LAA LAAC (accident insurance), IJM (loss of earning insurance in case of sickness), etc)<\/span>\u00a0<\/span><\/li>\r\n \t
      • Integration of allowances and benefits (family allowances, maternity, IJM, sickness, accident)<\/span>\u00a0<\/span><\/li>\r\n \t
      • SwissDec Declarations<\/span>\u00a0<\/span><\/li>\r\n \t
      • Monthly AVS declarations\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
      • Announcement to AVS (mutations, entry, exit)<\/span>\u00a0<\/span><\/li>\r\n \t
      • Monthly source tax declaration to different cantons<\/span>\u00a0<\/span><\/li>\r\n \t
      • Employee entry & exit<\/span>\u00a0<\/span><\/li>\r\n \t
      • Collect information related to employee<\/span>\u00a0<\/span><\/li>\r\n \t

            3. Timetable\u202f<\/span><\/b>\u202f<\/span>\u00a0<\/span><\/h3>\r\nDeadline for submission: 15th October 2022 by 17:00 CET\r\n

            4. Content of bids\u202f<\/span><\/b>\u202f<\/span>\u00a0<\/span><\/h3>\r\nThe offers, all correspondence and documents related to the tender exchanged by the bidder and the Contracting Authority must be written in English. Supporting documents and printed literature furnished by the bidder may be in another language, provided they are accompanied by a translation into the language of the procedure. For the purposes of interpretation of the tender, the language of the procedure will prevail.<\/span>\u202f<\/span>\u00a0<\/span>\r\n

            5. Technical offer\u202f<\/span><\/b>\u202f<\/span>\u00a0<\/span><\/h3>\r\nThe Technical Offer must include the following documents:\u202f<\/span>\u202f<\/span>\u00a0<\/span>\r\n

            • CVs of professional(s) that will be engaged\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
            • Bidders should submit a reference list (<\/span>at least three implemented projects similar to the subject of the tender<\/span><\/i>)<\/span>\u00a0<\/span><\/li>\r\n \t
            • Copy of Company\u2019s\/Institution\u2019s Registration Certificate.<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t

              • A concept note\/presentation of 1 page, elaborating the proposed methodology for addressing and undertaking the activities to implement the work as described in Annex I Terms of Reference<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
              • Portfolio of work relevant to the Terms of Reference, Annex I.<\/span>\u202f<\/span>\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\n

                6. Financial offer\u202f<\/span><\/b>\u202f<\/span>\u00a0<\/span><\/h3>\r\n\u202f<\/span>The Financial Offer must include the following elements:\u202f<\/span>\u202f<\/span>\u00a0<\/span>\r\n
                  \r\n \t
                • An hourly rate in CHF or EUR applicable to all the range of services provided\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n \t
                • VAT amount, if applicable, should be presented separately\u202f<\/span>\u202f<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\n

                  7. Period during which bids are binding<\/span><\/b>\u202f<\/span>\u00a0<\/span><\/h3>\r\nBidders are bound by their bids for 30 days after the expiry of the deadline for the submission of bids. In exceptional cases, before the period of validity expires, the Contracting Authority may<\/span>\u202f<\/span>ask bidders to extend the period for a specific number of days, which may not exceed 20 days.<\/span>\u202f<\/span>\u00a0<\/span>\r\n

                  8.
