GANHRI is mandated to support the establishment and strengthening of those institutions in all regions, in line with the UN Paris Principles. GANHRI encourages and facilitates cooperation among NHRIs, including hosting global meetings of NHRIs and acting as a knowledge broker. GANHRI is the global voice of National Human Rights Institutions, and contributes to UN global policy development, facilitates NHRIs' engagement with the UN system, and coordinates partnerships on NHRIs at the global level. GANHRI supports its member NHRIs when under threat in collaboration with the UN partners and its regional networks.<\/span>\r\n\r\nGANHRI is also the lead implementing agency for the EU funded project NHRI.EU.3. The project's overall objective is to: Enhance the role of National Human Rights Institutions (NHRIs) and their global and regional networks in promoting and protecting the human rights of all individuals. This project is being implemented between 2022 and 2025.<\/span>\r\nFor this purpose, GANHRI is recruiting a full time Senior Finance Officer (M\/F) to manage the financial activities of the organisation and to provide support & guidance in relation to the financial management of the NHRI.EU.3 project.<\/span>\r\n

Job Description<\/span><\/b>\u00a0<\/span><\/h3>\r\nThe Senior Finance Officer (M\/F) will report directly to the Operations Manager and will also work closely with GANHRI's Chairperson and his\/her office, GANHRI Head Office staff, partners, accountants, and service providers.<\/span>\r\nUnder the supervision of the Operations Manager, the Senior Finance Officer (M\/F) will perform the following tasks:<\/span>\r\n

Secretariat Accounting and Finance:<\/span><\/b>\u00a0<\/span><\/h4>\r\n
    \r\n \t
  • Ensure that financial transactions are recorded, in accordance with GANHRI financial regulations and policies and in line with Swiss financial procedures, in the internal accounting system.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Carry out monthly reconciliations, produce aged debtors\/creditors reports & quarterly & yearly financial reports.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Maintain a filing\/archive system of supporting financial documentation for internal and external (donors\/partners) needs.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Liase with the external accountants to : verify the accuracy of the accounts each quarter, coordinate the reporting of VAT to the authorities, coordinate the closing of the financial year & financial audit.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Prepare & process on-line payments, issue invoices, receipts, expense claims for review & approval by the Operations Manager, in compliance with GANHRI's and donors policies and regulations.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Prepare and prompt settlement of payroll and related expenses. i.e. withholding tax, social charges, insurances, etc.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Manage membership fees, incl. follow-up with members on non-payment; issuing of credit notes where waivers are confirmed.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Maintain banking relationship and act as the primary liaison person.<\/span>\u00a0<\/span><\/li>\r\n \t
  • Manage the human resources files, such as salaries and ancillaries, social insurances, taxes, etc.<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\n

    Budgeting & Reporting:<\/span><\/b>\u00a0<\/span><\/h4>\r\n
      \r\n \t
    • Prepare the draft annual budget for submission to the Finance Committee and the General Assembly.<\/span>\u00a0<\/span><\/li>\r\n \t
    • Prepare and present bi-annual reports to Finance Committee.<\/span>\u00a0<\/span><\/li>\r\n \t
    • Prepare and assist with the annual audit and ensure reports are ready for the annual General Assembly.<\/span>\u00a0<\/span><\/li>\r\n \t
    • In collaboration with the Project Manager ensure proper allocation of all costs in the accounts, in line with donors' rules and requirements and\/or allocation to the GANHRI budget.<\/span>\u00a0<\/span><\/li>\r\n \t
    • Assist Project Manager in budget phasing and budget realignment.<\/span>\u00a0<\/span><\/li>\r\n \t
    • Prepare financial reports and budgets for all ongoing projects as per donor deadlines.<\/span>\u00a0<\/span><\/li>\r\n \t
    • Coordinate with finance officers of project partners.<\/span>\u00a0<\/span><\/li>\r\n \t
    • Produce budget monitoring information and review for the projects.<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\n

          • A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies or equivalent.<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\n

            Work experience:<\/span><\/b>\u00a0<\/span><\/h4>\r\n
              \r\n \t
            • A minimum of 5 years' experience in a similar role in an international NGO. Experience with EU Commission Grants\/Reporting a must.<\/span>\u00a0<\/span><\/li>\r\n<\/ul>\r\n
