Scope of the role<\/strong><\/h3>\r\nResponsible for \u2018end-to-end\u2019 grant-making and grant-management activities and managing incountry donor and government relationships in designated countries.\r\n

Principal accountabilities and ownership<\/strong><\/h4>\r\n1. Operational grant making and management: Responsible for collaborating with other\r\nCountry Managers and relevant colleagues in other units to ensure efficient, effective, and\r\ncompliant grant making and management of GCERF portfolio.\r\n2. Relationship management: Responsible for strengthening in-country relations with incountry government-led coordination mechanism, donor representatives, and other key\r\nstakeholders such as the UN through regular, strategic, and systematic engagement in\r\ndesignated countries.\r\n3. Thematic focal point: Responsible for developing and promoting GCERF\u2019s expertise on\r\nspecific themes (PVE, displacement, rehabilitation and integration, gender, etc.) in\r\ncollaboration with other Country Managers.\r\n4. Fundraising Responsible for proactively supporting in-country and thematic resource\r\nmobilisation efforts including reporting.\r\n

Qualifications<\/strong><\/h4>\r\nKnowledge\/Experience\/Qualifications\r\n\u2022 Master\u2019s degree in International Development, International Relations, Social Sciences,\r\nBusiness or related topic\r\n\u2022 At least 8 years of relevant experience in P\/CVE development, peacebuilding or security,\r\nworking with NGOs\/IGOs, foundations or similar\r\n\u2022 Substantial (at least 4 years) of lived or work field experience, preferably in more than one\r\ncountry and preferably in GCERF partner countries.\r\n\u2022 Substantial (at least 4 years) of experience working directly with donors and government\r\nofficials in a management capacity\r\n

Technical skills<\/strong><\/h4>\r\n\u2022 Holistic understanding of global issues concerning PVE\r\n\u2022 Strong knowledge of the socio-political environment and civil society organisations of\r\ncountries affected by violent extremism and terrorism\r\n\u2022 Extensive knowledge and understanding of programme design and development, project\r\ncycle management, and financial budgeting and reporting.\r\n\u2022 Experience of working alongside a wide range of grantees with skill and sensitivity, including\r\ncommunity-based and grassroots organisations.\r\n\u2022 In-depth understanding of the work and challenges of community-based and grassroots\r\norganisations.\r\n\u2022 Experience of working with consortium funding models.\r\n\u2022 Strong Project Management skills\r\n\u2022 Strategic thinking and writing skills\r\n\u2022 Fluency in English and Arabic (C1 level) and working knowledge of French. Russian is an\r\nasset.\r\n

Grantees (primary)<\/strong><\/h4>\r\n\u2022 Work closely with grantees to ensure efficient, effective and compliant grant-making and\r\nmanagement\r\n\u2022 Drive and manage the capacity building of grantees\r\n\r\nGrants Finance team (primary)<\/strong>\r\n\u2022 Work closely with Grant Finance Specialists to ensure grants monitoring and compliance\r\nwith internal and external standards and regulations\r\n\r\nResource Mobilisation team (primary)<\/strong>\r\n\u2022 Collaborate with Resource Mobilisation team in proactively engaging potential donors\r\n\u2022 Provide structured input to donor proposals and reports\r\n\r\nPerformance & Impact team (primary)<\/strong>\r\n\u2022 Drive the development and implementation of grant and portfolio level Theory of Change\r\n\u2022 Contribute to GCERF policy and performance reviews and creation of learning and research\r\nmaterials for external communication\r\n\r\nGoverning Board (secondary)<\/strong>\r\n\u2022 Report on portfolio progress, including to the GCERF Governing Board\r\n\r\nCommunications Officer (secondary)<\/strong>\r\n\u2022 Provide data and information for creating content and promotional material\r\n\r\nGovernance and Partnerships Specialst (secondary)<\/strong>\r\n\u2022 Collaborate with Governance and Partnerships Specialist in building GCERF\u2019s strategic\r\npartnerships in beneficiary countries\r\n
