The Division has 12 full- and part-time staff members and we are looking for an experienced, dynamic, and creative individual to be our next:\r\n<p style=\"text-align: center\"><strong>Advisor \u2013 Monitoring, Evaluation Accountability and Learning; Gender Mainstreaming, Gender and Security Division (80-100%)<\/strong><\/p>\r\n\r\n<ul>\r\n \t<li><strong>\u00a0<\/strong><strong>Location: Geneva, with occasional travel to different regions of the world<\/strong><\/li>\r\n \t<li><strong>Starting date: 1<sup>st<\/sup> July 2023 or upon mutual agreement<\/strong><\/li>\r\n \t<li><strong>Duration: Until March 31, 2026, subject to further funding<\/strong><\/li>\r\n<\/ul>\r\n<h3><strong>The role:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/h3>\r\nUnder the supervision of the Principal Programme Manager for the Elsie Initiative, the MEAL and Gender Mainstreaming (GM) Advisor will develop, advise, implement and coordinate the MEAL approach and requirements for the for the Elsie Initiative for Women\u2019s Meaningful Participation in Peace Operations programme and for the Gender and Security Division. The MEAL &amp; GM Advisor will work collaboratively with the Elsie Initiative team in DCAF, the Gender and Security Division and with other DCAF Entities, donors and external partners. The Advisor will also take the lead in developing, leading and coordinating programmatic gender mainstreaming activities across DCAF.\u00a0 The role may also involve advising and contributing to project proposals, policy and methodology analysis, monitoring and reporting and learning activities. This position requires deep knowledge and expertise in gender and security, gender mainstreaming as well as strong technical knowledge of results-based management, and MEAL for large projects.\r\n<h3><strong>Key areas of responsibility:<\/strong><\/h3>\r\n<ul>\r\n \t<li>Develop, lead, coordinate and implement the monitoring, evaluation, accountability and learning framework and plans of the Elsie Initiative programme on Women\u2019s Meaningful Participation in Peace Operations and other Gender and Security Division projects.<\/li>\r\n \t<li>Provide MEAL advice and support in all phases of the project cycle including design, implementation, evaluation, ensuring the highest level of quality of project documents and reporting to the donor.<\/li>\r\n \t<li>Support staff to implement the Elsie Initiative programme in line with the MEAL plan and lead on dedicated MEAL activities.<\/li>\r\n \t<li>Contribute to divisional and corporate processes, including Results Based Management (RBM) processes, annual work plan and annual reporting.<\/li>\r\n \t<li>Develop, lead, coordinate and implement programmatic gender mainstreaming activities across DCAF, supporting implementation of the OECD-DAC Gender Marker.<\/li>\r\n \t<li>Support efforts related to stakeholder engagement with national and institutional partners, including donors, as well as strong collaboration relationships within DCAF related to the Elsie Initiative programme.<\/li>\r\n \t<li>Assist the project team to select data collection methods for adequate MEAL relating in relation to national partners (these may include field visits, quarterly reports, specialized surveys and other sources of information)<\/li>\r\n \t<li>Provide input to strategic plans, project proposals, concept notes, reports, and other GSD or DCAF documents in area of responsibility<\/li>\r\n \t<li>Draft, review and contribute to learning processes, background briefs, case studies, policy papers, and learning reports.<\/li>\r\n \t<li>Lead on internal and external communications on results, learning and impact of the DCAF Elsie Initiative project and other Gender and Security Division projects.<\/li>\r\n \t<li>Support the implementation of the DCAF approach to programme management in the programme, including through the development of tools and coaching for staff on MEAL<\/li>\r\n \t<li>Provide expert advice on MEAL in relation to gender and security to other DCAF divisions and external partners<\/li>\r\n<\/ul>\r\n<h3><strong>Your experience<\/strong><\/h3>\r\n<ul>\r\n \t<li>Advanced university degree, or equivalent professional experience, in international affairs, governance, development, security studies, gender studies, human rights or related disciplines.<\/li>\r\n \t<li>At least five years of professional experience in MEAL and gender mainstreaming, preferably focused on gender equality, human rights and\/or women, peace and security.<\/li>\r\n \t<li>In-depth knowledge of, and professional experience with, the gender and security normative and policy framework.<\/li>\r\n \t<li>Experience in providing MEAL technical advice in policy development, applied research and\/or other governance\/gender\/human rights projects, and\/or closely related issues.<\/li>\r\n \t<li>Experience developing and delivering training and developing tools for MEAL on gender and security, gender and justice, gender-based bias, or related topics, for security and\/or justice personnel.<\/li>\r\n \t<li>Proven versatile team player, with excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in politically diverse and sensitive environments.<\/li>\r\n \t<li>Proven personal commitment to principles of gender equality and diversity.<\/li>\r\n \t<li>Excellent writing and editing skills in English.<\/li>\r\n \t<li>Fluency in English required, professional command of French highly desirable.
