Scope of the role<\/strong><\/span><\/h3>\r\nResponsible for \u2018end-to-end\u2019 grant-making and grant-management activities and managing incountry donor and government relationships in designated countries.\u00a0<\/span>\r\n

Principal accountabilities and ownership<\/span><\/strong><\/h4>\r\n\u2022 <\/span>Operational grant making and management: <\/span>Responsible for collaborating with other Country Managers and relevant colleagues in other units to ensure efficient, effective,\r\nand compliant grant making and management of GCERF portfolio.\r\n<\/span>\u2022 <\/span>Relationship management<\/span>: Responsible for strengthening in-country relations with incountry government-led coordination mechanism, donor representatives, and other key stakeholders such as the UN through regular, strategic, and systematic engagement in designated countries.\r\n<\/span>\u2022 <\/span>Thematic focal point<\/span>: Responsible for developing and promoting GCERF\u2019s expertise on specific themes (PVE, displacement, rehabilitation and integration, gender, etc.) in collaboration with other Country Managers.\r\n<\/span>\u2022 <\/span>Fundraising <\/span>Responsible for proactively supporting in-country and thematic resource mobilisation efforts including reporting.<\/span>\r\n

Qualifications\r\n<\/span>Knowledge\/Experience\/Qualifications<\/span><\/strong><\/h4>\r\n\u2022 <\/span>Master\u2019s degree in International Development, International Relations, Social Sciences, Business or related topic\r\n<\/span>\u2022 <\/span>At least 8 years of relevant experience in P\/CVE development, peacebuilding or security, working with NGOs\/IGOs, foundations or similar\r\n<\/span>\u2022 <\/span>Substantial (at least 4 years) of lived or work field experience, preferably in more than one country and preferably in GCERF partner countries.\r\n<\/span>\u2022 <\/span>Substantial (at least 4 years) of experience working directly with donors and government officials in a management capacity\r\n<\/span>\u2022 <\/span>Experience in Central Asia or the Western Balkans an advantage<\/span>\r\n\r\n Technical skills<\/span><\/strong>\r\n\r\n\u2022 <\/span>Holistic understanding of global issues concerning PVE\r\n<\/span>\u2022 <\/span>Strong knowledge of the socio-political environment and civil society organisations of countries affected by violent extremism and terrorism\r\n<\/span>\u2022 <\/span>Extensive knowledge and understanding of programme design and development, project cycle management, and financial budgeting and reporting.\r\n<\/span>\u2022 <\/span>Experience of working alongside a wide range of grantees with skill and sensitivity, including community-based and grassroots organisations.\r\n<\/span>\u2022 <\/span>In-depth understanding of the work and challenges of community-based and grassroots organisations.\r\n<\/span>\u2022 <\/span>Experience of working with consortium funding models.\r\n<\/span>\u2022 <\/span>Strong Project Management skills\r\n<\/span>\u2022 <\/span>Strategic thinking and writing skills\r\n<\/span>\u2022 <\/span>Fluency in English and Russian (C1 level) and working knowledge of French.<\/span>\r\n\r\n Personal skills and attributes<\/span><\/strong>\r\n\r\n\u2022 <\/span>Proactivity and innovation\r\n<\/span>\u2022 <\/span>Diplomacy\r\n<\/span>\u2022 <\/span>Drive for results\r\n<\/span>\u2022 <\/span>Solution oriented\r\n<\/span>\u2022 <\/span>Teamwork and flexibility\r\n<\/span>\u2022 <\/span>Effective communication\r\n<\/span>\u2022 <\/span>Excellent presentation\r\n<\/span>\u2022 <\/span>Good judgement, informed and fair decision making\r\n<\/span>\u2022 <\/span>Entrepreneurial spirit\r\n<\/span>\u2022 <\/span>Empathy and mentoring\r\n<\/span>\u2022 <\/span>Openness to new ideas, methods and approaches<\/span>\r\n

Interdependencies\r\n<\/span>What this role must provide for key working relationships<\/span><\/strong><\/h4>\r\nCountry Managers (primary)\r\n<\/span>\u2022 <\/span>Collaborate with other Country Managers in proactively managing operational activities linked to grant-making and management\r\n<\/span>\u2022 <\/span>Cooperate with other Country Managers in proactively developing specific thematic expertise<\/span>\r\n\r\nPortfolio Management Deputy Head (primary)\r\n<\/span>\u2022 <\/span>Be accountable for portfolio-level budget(s) and workplans\r\n<\/span>\u2022 <\/span>Ensure information-sharing and proactive engagement\r\n<\/span>\r\nIn-country stakeholders (primary)\r\n<\/span>\u2022 <\/span>Build, maintain and monitor relationships with key partners and relevant incountry stakeholders including at regional level\r\n<\/span>\u2022 <\/span>Represent and promote GCERF in all relevant external events\r\n<\/span>\u2022 <\/span>Represent GCERF as a thematic or geographic expert\r\n<\/span>\r\nGrantees (primary)\r\n<\/span>\u2022 <\/span>Work closely with grantees to ensure efficient, effective and compliant grant-making and management\r\n<\/span>\u2022 <\/span>Drive and manage the capacity building of grantees\r\n<\/span>\r\nGrants Finance team (primary)\r\n<\/span>\u2022 <\/span>Work closely with Grant Finance Specialists to ensure grants monitoring and compliance with internal and external standards and regulations\r\n<\/span>\r\nResource Mobilisation team (primary)\r\n<\/span>\u2022 <\/span>Collaborate with Resource Mobilisation team in proactively engaging potential donors\r\n<\/span>\u2022 <\/span>Provide structured input to donor proposals and reports\r\n<\/span>\r\nPerformance & Impact team (primary)\r\n<\/span>\u2022 <\/span>Drive the development and implementation of grant and portfolio level Theory of Change\r\n<\/span>\u2022 <\/span>Contribute to GCERF policy and performance reviews and creation of learning and research materials for external communication\r\n<\/span>\r\nGoverning Board (secondary)\r\n<\/span>\u2022 <\/span>Report on portfolio progress, including to the GCERF Governing Board<\/span>\r\n\r\nCommunications Team (secondary)\r\n<\/span>\u2022 <\/span>Provide data and information for creating content<\/span>\r\n
