DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. Since its founding in 2000, DCAF has contributed to making peace and development more sustainable by assisting partner states, and international actors supporting these states, to improve the governance of their security sectors through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice, and supports capacity‐building of both state and non‐state security sector stakeholders.

For our Director’s Office, we are looking for a dynamic and motivated individual to be our next: Project Officer / Monitoring Evaluation Accountability and Learning (MEAL) unit

The role

Under the supervision of the Senior MEAL Advisor, he/she is responsible for contributing to the achievement of DCAF’s priority objectives in the field of Monitoring Evaluation Accountability and Learning (MEAL) at a key moment in the transition to the implementation of DCAF’s new 2025-2029 strategy.

Key areas of operation

  • Contribute to the development, implementation, and assessment of DCAF’s MEAL-related processes
  • Contribute to data collection, analysis, and drafting for performance/outcome reporting
  • Develop MEAL tools and methodologies, and support teams in their implementation
  • Support the facilitation of MEAL networks and internal learning initiatives
  • Support the development of the 2025-2029 strategy implementation plan and the revision of other MEAL processes and documents
  • Organize, facilitate and/or participate in internal and external learning events
  • Assist the Senior MEAL Advisor in implementing other MEAL-related tasks within DCAF

Your experience

  • 3 to 5 years of progressive experience in the governance sector (project design & implementation, technical support, reporting and MEAL activities, etc…)
  • Previous experience in qualitative and/or quantitative data collection, analysis and report drafting
  • Good knowledge of DCAF’s areas of operation (SSG/R, engagement in FCAC, governmental support, etc…)
  • Excellent analytical and writing skills
  • Capacity to quickly learn and apply new methodologies and work processes


Favourable additional skills or experience:

  • Knowledge of DCAF and especially DCAF MEAL-related processes is an asset
  • Previous experience in MEAL processes or empirical research is an asset
  • Knowledge in statistics, quantitative data analysis, data science and data management is an asset
  • A valid work permit for Switzerland (or Swiss/EU citizenship) at the time of application is a pre-requisite
