Description

IDA is looking for a consultant who will work on NORAD evaluation. The overall purpose of the evaluation is to examine the results achieved as agreed by IDA and NORAD, the processes of change induced by the project, and generate learning on what works to advance the rights of persons with disabilities, including underrepresented groups, in Sub-Saharan Africa.

In December 2019, the Norwegian Agency for Development Cooperation (NORAD) and the International Disability Alliance (IDA) signed a Grant Agreement regarding the project “Making DPOs equal partners of inclusive Development in Africa” (reference n.: RAF-19/0046, hereinafter “the Grant”, “the Project”, or “the Agreement”).

The Project aimed to increase the influence of the disability rights movement to shape the development agenda in Sub-Saharan Africa towards the full and effective realization of human rights of persons with disabilities, thus leading the target group, i.e. persons with disabilities, including from underrepresented groups, to enjoy equal human rights and full participation in society.

The overall objective is expected to be achieved through three outputs, namely:

  1. Disability movement strengthening.
  2. Technical skill capacity development.
  3. Evidence-based accountability.

The Project has a duration of three years (2020-2022) and an overall budget of NOK 40,000,000 (forty million Norwegian Kroner). IDA is the recipient grantee, and the activities are jointly implemented by the Alliance’s Secretariat and six (6) of its members, namely:

  • African Disability Forum (ADF)
  • Down Syndrome International (DSi)
  • Inclusion International (II)
  • World Blind Union (WBU)
  • World Federation of the Deafblind (WFDB)
  • World Network of Users and Survivors of Psychiatry (WNUSP)

The successful tenderer will be provided with all relevant Grant documents, including the budget and result framework tables.

Over the past years, the Project has organized trainings, webinars, workshops, consultations, and other events, as well as facilitated fellowships and mentorships for Africans with disabilities, assisted the preparation of reports, and more. Through these actions, the initiative has actively contributed to the reinforcement of the disability movement in SubSaharan Africa, equipping organizations of persons with disabilities (OPDs) with new knowledge, tools, and skills to advance the rights of their constituencies.

The Project is currently in its final year of implementation. The Grant Agreement’s section 9 (Reviews and other follow-up measures) foresaw two external evaluations:

  • A mid-term review focusing on progress until August 2021.
  • An end-term review to be carried out by December 2022.
