Scope of work
The objective of this consultancy is to coordinate data collection and draft IOE’s Easy of Doing Business Report, which aims to develop a structured, evidence-based assessment of business environments, reflecting the realities faced by employers and business membership organisations (EBMOs). The initiative is designed to generate reliable and up-to-date insights using a concise set of structured interviews and surveys conducted with IOE’s extensive global network, comprising over 153 employer federations, complementing the World Bank Business Ready (B-READY) framework by adding employer-grounded, real-world insights to its standardised indicators, bringing a more active, evidence-based dimension to business environment analysis that reflects the nuance and lived experience of employers.
Deliverables: (See timeline for delivery)
- Key Performance Indicator: Gather survey results from 75 IOE members.
This entails overseeing and carrying out, when needed, data collection activities. This includes managing team of students to collect data during the International Labour Conference and carrying out additional interviews.
- Summary of preliminary findings and initial narrative
- Two rounds of revisions to draft report
Timeline:
- Early June – End of July 2026
Conduct interviews and collect data (including during the International Labour Conference 2026).
- Mid-July – Early August 2026
Translate interviews conducted in French and Spanish.
- By 25 September 2026
Deliver preliminary findings, including an initial narrative to publication Editorial Board.
- 8 October 2026
Receive and consolidate feedback on preliminary findings from Editorial Board
- 29 October: Deliver Executive Summary and Presentation of Preliminary Findings
- By Mid-December 2026
Submit first draft of the report to the Editorial Board.
- By Mid-January 2027
Complete validation process of the first draft.
- Late January – Mid-February 2027 (2 weeks)
Second review of the draft by the Secretary-General and Management Board.
- By Mid-March 2027
Finalize translation and layout.
- By (or before) General Council 2027
Deliver the final published report.
Location: Home based/Remote, with one mission to Geneva to coordinate the data collection during the International Labour Conference (ILC) 2026.
Competencies:
- Strong coordination and drafting skills for design and implement a concise and robust survey-based data collection methodology
- Experience drafting reports and documents for international organisations, NGOs and ideally for industry and business associations with a global audience
- Understanding of needs and interests of global business audience, with ability to draft easy to understand, actionable and insightful text that attracts private sector representatives
- Strong understanding of topics linked to business, employment, economic growth, as well as having the ability gather first-hand qualitative insights on business conditions, from employers’ perspective
- Excellent research skills and a good command of tools like Microsoft Word
- Ability to distil complex information clearly and concisely
- Good communication and ability to clearly structure inputs, feedback and comments as well as to efficiently handle versioning of documents
Funding: The total funding available is 12’000 EUR
