The International Organisation of Employers (IOE) is requesting expressions of interest for an independent consultant to support IOE’s work on a Policy Review on skills shortages.

Scope of work
The objective of this consultancy is to draft a policy review (approximately 15 pages, maximum 25) analysing national green skills policies and measures in eight countries. The analysis will be based on interviews with IOE members, collection of data and existing reports as well as review of policy frameworks and laws in place in those countries. This is a continuation of the first series of this report which you can find here.
Timeline: First draft to be provided by end of mid-June 2026. Final work to be delivered by end of July 2026.
Location: Home based/Remote
Competencies:
• Strong drafting and editing skills for grey literature; experience drafting reports, guidance and policy papers with examples of previous work available
• Experience drafting reports and documents for international organisations, NGOs and ideally for industry and business associations with a global audience
• Understanding of needs and interests of global business audience, with ability to draft easy to understand, actionable and insightful text that attracts private sector representatives
• Experience with policy analysis and review of legal and regulatory frameworks; candidate needs to be able to look at national level legislation, regulatory trends and develop a concise analysis of the situation on a particular topic
• Strong understanding of sustainability topics like green skills, just transition, green jobs as well as labour concepts like enabling environment for enterprises, SMEs, informal sector
• Expertise in climate policy, linkages between climate action, economic transformation and skills policies as well as a good understanding of current trends in green skills and the transition needs of different sectors.
• Excellent research skills and a good command of tools like Microsoft Word
• Ability to distill complex information clearly and concisely.
• Good communication and ability to clearly structure inputs, feedback and comments as well as to efficiently handle versioning of documents
Funding: The total funding available is 5’000 EUR
Required: Candidate must be registered as an independent consultant in their country of residence or apply through a registered organisation/company to be considered for this consultancy. Proof of registration will be required at contracting stage.
