Post Description
IOE is committed to enhancing advocacy capacity across its global membership to ensure employer and business organisations are fully equipped to participate effectively in policy processes at national, regional, and international levels. To support this objective, IOE is establishing a knowledge-sharing hub within the members-only area of its website. This hub will act as a centralised learning and resource platform, providing members with access to practical guidance and capacity-building materials on core advocacy skills. IOE has already developed a series of PowerPoint presentations covering priority topics for advocacy strengthening, including:
- Presentation and public-speaking skills
 - Membership recruitment and retention
 - Storytelling for advocacy
 - Social media engagement
 - Artificial intelligence and disinformation
 - Negotiation and lobbying (primary focus area)
 
While the slide decks contain content and guidance, they require accompanying narrative text to provide context, clarify learning objectives, and support user understanding. To this end, IOE seeks a Consultant to prepare concise, high-quality written narratives to complement each presentation.
Scope of Assignment
The Consultant will be responsible for:
- Reviewing existing advocacy training presentations and related materials
 - Drafting short narrative introductions (600 – 750 words) for each topic, outlining purpose, relevance, and learning outcomes
 - Preparing a brief explanatory narrative summarising key messages within each presentation
 - Developing a practical, easy-to-use checklist of essential points and recommended practices for each skill area
 - Ensuring tone, structure, and terminology are consistent with IOE’s communication guidelines and advocacy approach
 
The deliverables will support the creation of a coherent, user-friendly knowledge hub that enables members to grasp core concepts and apply them in practice.
Duration & Level of Effort
- Estimated timeline: 4–6 weeks.
 - Level of effort: ~10 consultancy days.
 
Required Qualifications
- Proven experience in advocacy, policy communications, and/or strategic storytelling
 - Strong writing skills with the ability to draft clear text for learning purposes
 - Experience delivering advocacy trainings
 
Conditions
You will be joining a dynamic team that is looking forward to working with someone adaptable, willing to learn and willing to gain new experiences in a multicultural environment. The consultant will work independently and address statutory contributions in their country of residence. You must be registered as an independent consultant in your country of residence, affiliated with a university, or a registered organisation/company to apply for this consultancy. Funding: the proposed funding available is 5000 EUR
