ABOUT THE OMCT
The OMCT works with around 200 member organisations which constitute its SOS-Torture Network, to end torture, fight impunity and protect human rights defenders worldwide. Together, we make up the largest global group actively standing up to torture in more than 75 countries. Helping local voices be heard, we support our vital partners in the field and provide direct assistance to victims. Our international secretariat is based in Geneva, with offices in Brussels and Tunis.
ABOUT THE GLOBAL TORTURE INDEX
The objective of the Global Torture Index is to have a tool to measure and provide an assessment of the risk of being subjected to torture and other forms of ill-treatment in any given country on an annual basis. The measurement assesses State compliance with international standards on the fight against torture and ill-treatment both in laws and public policies but also in the practice.
The Global Torture Index, launched in June 2025, is updated annually. Each year’s edition includes new analysis based on data from the previous year and expanded country coverage. The initiative primarily relies on the information provided by local actors, most of them being OMCT’s NGO members, partners and experts, as they have first-hand experience on the front line of the fight against torture in different contexts and in different parts of the world. This makes the Torture Index a member-driven initiative and thus the information is be collected and analysed at the local level with ownership, involvement and recognition of the implementing partners. The gathering of the information is done through a detailed, research-driven and standarised questionnaire based on international and regional human rights standards.
ROLE & RESPONSIBILITIES
Overall Objective
The objective of this consultancy is to enhance the visualisation and accessibility of the Global Torture Index webpage, enabling both the general public and expert audiences to explore, interpret, and engage with the data more effectively. The main aim is to improve the clarity, comparability, and interactivity of the data across years, risk categories, thematic pillars and countries. This could include integrating AI-assisted features such as automated translations and intelligent data exploration, and developing user-friendly tools that facilitate meaningful analysis and insight. The consultancy will provide recommendations to transform complex datasets into compelling, accessible, and actionable visual representations.
Specific Objectives
- Enhancement of Existing Visualisations

- Improve the clarity, interactivity, and accessibility of current data visualisations on the Global Torture Index webpage, notably by refining the existing map, country pages, colors, charts, and dashboards to better communicate data analysis, risk categories, trends, and key insights.
- Improved User Experience and Accessibility

- Enhance navigation, filtering, and search functionality to allow users to explore data more intuitively, ensuring the platform is accessible to both specialised audiences (researchers, policymakers) and the general public.
- Strengthen the ability to compare data across multiple years, countries, and regions.
- Enable users to derive actionable insights from the data, including downloadable outputs, through interactive dashboards and visual storytelling.
- Technical Recommendations and Sustainability

- Provide guidance on good practices, tools, and workflows to maintain and continuously improve the visualisations.
- Recommend scalable, cost-effective solutions for the ongoing enhancement of the platform.
- Provide feasible recommendations to feature into the Global Torture Index webpage, in collaboration with the webpage developer.

TIMEFRAME, METHODOLOGY AND DELIVERABLES
Period covered: The consultancy will be conducted remotely, starting in November 2025, and will continue until all enhancements are completed and ready for May 2026. This will include refinement, testing, and ensuring the platform is fully optimised for the next edition of the Global Torture Index in June 2026. The most intensive period of work will take place between December 2025 and March 2026.
Tasks and methodology: The consultant will undertake the following tasks:
- Inception and Concept Development

- Produce an inception concept report outlining the proposed approach to enhancing visualisations on the Global Torture Index webpage and providing an estimate of the total work hours required.
- Develop initial mock-ups to demonstrate potential improvements in layout, interactivity, and analysis.
- Consult with OMCT staff and the existing webpage developer to finalise priorities and objectives before development.
- Design and Development of Enhanced Visualisations

- Refine existing maps, charts, and dashboards to improve clarity, accessibility, and interactivity.
- Collaborate closely with the existing web developer of the Index to ensure proper integration.
- Explore integrating AI-assisted features such as automated translations, intelligent data exploration, and trend comparison tools.
- Testing, Refinement, and User Feedback

- Conduct testing of the new visualisations with target users to ensure usability and accessibility.
- Refine the dashboards and interactive features based on feedback, ensuring clear communication of trends, patterns, and insights.
- Technical Recommendations and Handover

- Provide guidance and feasible recommendations on good practices for maintaining and updating visualisations.
- Deliver documentation on workflows, technical specifications, and advice for future improvements.
Expected activities and key deliverables (non-exhaustive):
- Task 1 Deliverables:

- Mock-ups illustrating proposed improvements and features (internal use).

- Developed interactive visualisations integrated into the existing website (internal use – non-live website).
- Technical documentation outlining design, features, and AI-assisted functionalities (internal use).
- Task 3 Deliverables:
- Refined dashboards and visualisations ready for public launch (internal and public use).
- Task 4 Deliverables:
- Recommendations for ongoing visualisation enhancements and maintenance (internal use).
- Guidance on sustainable workflows, tools, and practices for continuous improvement of the platform (internal use).
QUALIFICATIONS AND EXPERIENCE EXPECTED
The consultancy requires a senior-level expert or a company with a strong combination of data visualisation, analytical, and technical skills, capable of transforming complex human rights data into clear, engaging, and actionable visualisations. The consultant will serve as the primary focal point for the project and will collaborate with the existing web developer of the Global Torture Index.
The consultant should demonstrate:
- University degree in data visualisation, data science/statistics, computer science, graphic/information design, or a related field; a postgraduate degree is an asset.
- At least 7 years of professional experience in data visualisation, interactive dashboards, and web-based analytics platforms. Experience with AI-assisted tools, automated translations, and intelligent data exploration is highly desirable.
- Expertise in programming languages and frameworks for data visualisation (e.g., JavaScript, D3.js, Python, R, or equivalent) and experience integrating visualisations with existing websites or platforms.
- Familiarity with data journalism, human rights indicators, public-interest datasets, or social science research is an asset; ability to contextualise and communicate findings for both specialist and general audiences.
- Strong understanding of user experience, accessibility, and interactivity in data dashboards and public-facing platforms.
- Ability to propose creative, AI-assisted solutions to improve exploration, comparability, and readability of complex datasets.
- Excellent oral and written English, with the ability to translate technical concepts into clear recommendations; experience working with web design teams, agencies, or other technical collaborators.
- Awareness of data privacy, protection, and ethical considerations in handling sensitive human rights data, including familiarity with GDPR or similar frameworks.
- Capacity to work remotely, manage competing priorities, deliver within deadlines, and maintain meticulous attention to detail.
