Description
The World Organisation Against Torture Office in Geneva is seeking to recruit a highly motivated, thorough and versatile individual, with a commitment to human rights and strong skills in financial planning and financial management and compliance.
This is a full-time position, based in the OMCT office in Geneva.
ABOUT THE OMCT
The OMCT works with around 200 member organisations which constitute its SOS-Torture Network, to end torture, fight impunity and protect human rights defenders worldwide. Together, we make up the largest global group actively standing up to torture in more than 75 countries. Helping local voices be heard, we support our vital partners in the field and provide direct assistance to victims. Our international secretariat is based in Geneva, with offices in Brussels and Tunis.
ROLE & RESPONSIBILITIES
The Finance Director reports directly to the Secretary General, is leading OMCTs finance team and is a member of the executive leadership team. The Finance Director will be responsible for maintaining compliance with institutional policies, donor requirements, and applicable financial regulations, while reinforcing robust budgeting and strong internal control frameworks.
The position entails strategic oversight and decelopment of the organization’s financial systems, including budgeting, accounting, and financial reporting processes, to ensure transparency, accuracy, and efficiency. The incumbent will coordinate and validate donor financial reports, ensuring their alignment with narrative reporting, contractual obligations, and audit standards. In addition, the role contributes to the continuous improvement of management tools, workflows, and procedures to strengthen accountability, optimize resources, and support the organization’s overall strategic objectives. The incumbent will work in close communication with the organizations leadership as well its main program leads.
Key responsibilities of the position include:
Day to day financial management of Geneva office
- Management of the finance team in the Geneva office and strategic oversight of its Brussels and Tunis offices finance teams;
- Design and monitoring of the implementation of the organization's operational budgets (projects, programs, organizational budget);
- Manage financial reporting: Monitoring deadlines and contractual requirements, creating and verifying reports; Ensuring that distribution and matching keys have been respected in the reporting;
- Inform and support colleagues in charge of projects to enable regular monitoring of expenditures per project, including matching between projects acting as focal point for any information concerning budgets, financial management and internal control requirements.
- Ensure that the verification process (four eyes principal) is respected for all payments done by OMCT.
- Ensure that the monitoring of donor contracts is done in a regular and optimal manner: maintaining the internal database up to date for subsidy contracts, budgets, financial reports submitted, coding of budgets, etc. ;
- Design and monitoring of the salary distribution table as the year progresses and as new information becomes available;
- Carry out financial analysis of income and expenses to guarantee financial visibility in the short and medium term, allowing better identification of needs and informing leadership and fundraising to responds to the identified needs;
- Analyze trends and needs related to compliance and propose the necessary changes within to the the Secretary General and provide updates to the Senior Leadership team and monitor financial risks, including exchange rates and currency balances, the state of OMCT accounts and currencies, strategic management of assets and currencies;
- Regularly inform the the Secretary General on financial statements and risks and provide updates on financial forecasts to the Senior Leadership team and the Treasurer of the Executive Council.
Coordination, support, and monitoring of financial operations of other OMCT offices
- Support for the centralization of financial and administrative data from the various OMCT offices and ensure technical matrix management of finance teams in Brussels and Tunis;
- Support and control of the financial and accounting processes of other OMCT offices, in line with OMCT practices, donor requirements and the legal obligations of the country concerned;
- Support for the production of financial reports and operating budgets managed by other OMCT offices and control of correct allocations;
- Provide the OMCT Secretary General with information and recommendations concerning budgets, financial reports and financial allocations of other OMCT offices;
- Support for the development of the internal database Filemaker in the various OMCT offices, to ensure its proper use, adaptability and operationalization and ensure it is updated (exchange rate, donor base, sub-grants etc.);
Other responsibilities
- Oversee and support (in collaboration with accountants) the preparation of pre-closings, closings and project and organizational audits, primarily for the Geneva office but also for the various OMCT offices;
- Ensure general internal control of OMCT financial matters, via the verification of budgets, financial allocations, internal and inter-office processes.
QUALIFICATIONS REQUIRED
- Master's degree in finance or related field (Accounting, Management, Economics…)
- At least 7 years of relevant working experience in financial resources and fund management
- Knowledge and affinity in the field of Information Technology (IT) is an important additional asset, notably in relation to IT security systems (servers, network, clouds and VPN and back-ups).
- Understanding of multi- and bilateral donor policies and procedures
- Proven numeracy and financial analysis / planning skills
- Ability to interpret financial procedures and standards and their application
- Bookkeeping experience in accounts receivables, accounts payable and reconciliation
- Experience working with NGOs and knowledge of project management.
- Proven experience with the management of financial audits of Swiss and international donors, such as the European Union, and its compliance requirements.
- Excellent French and English language skills

The range for the annual gross salary for this post is between 108’000 and 112’800 CHF, with a minimum of 25 days holidays, usual social benefits, and the possibility for part-time working from home, as well as 5 days of paid leave for professional development.
