Description

GENERAL SCOPE AND PURPOSE OF THE ROLE

As a member of the Senior Management Team, the Head of Programmes supports the Foundation’ s Board and the Executive Director with devising and implementing the ECLT strategy and drives the development, implementation and quality of programmes and services in accordance with the strategic objectives.

The Head of Programmes will be responsible for:

  1. Building strategic alliances between private sector, governments and civil society organisations for systemic and sustainable solutions for eradication of child labour.
  2. Supporting the capacity of ECLT constituents to develop and implement human rights centred policies and stronger child protection systems to prevent child labour.
  3. Leading the design and delivery of ECLT programme interventions and measurement of results.

The incumbent will report to the Executive Director and will require frequent interactions with the Foundation’s Board.  The Head of Programmes will directly manage a small team of programme officers based in Geneva and will oversee all core technical activities and services delivery in the countries where ECLT operates through partnership with implementing agencies, contractors and consultants.

KEY RESPONSIBILITIES

Strategic Leadership (30%)

  • Lead the identification, conceptualisation and development of strategic initiatives and service provision in consultation and close collaboration with private, public and civil society constituencies;
  • Cultivate existing and new stakeholders’ relationships and ensure their participation in the design and implementation of services and programmes;
  • Raise awareness and build capacity with key constituencies to enable systemic and sustainable solutions for the eradication of child labour in the tobacco supply chain and beyond;
  • Identify and leverage new strategic partnerships opportunities to accelerate progress against child labour.

Programme Delivery, Monitoring and Evaluation (40%)

  • Lead the design, planning and delivery of programme initiatives and services in accordance with the ECLT Strategy;
  • Lead the Foundation`s knowledge and learning generation activities, including research, needs assessments, analysis and sharing of best practices ensuring strategic relevance, design and technical oversight of these activities;
  • Ensure relevant standards and policies in particular the Foundation`s Code of Conduct, business and human rights principles and child safeguarding are embedded into all projects and service delivery;
  • Guide the development and monitoring of key performance indicators across all projects and services ensuring the quality of impact assessment;
  • Ensure the development and implementation of Monitoring Evaluation and Learning (MEL) framework across the initiatives’ life cycle;
  • Lead the programme delivery risks identification and analysis ensuring risk management processes are in place, well understood and applied.

Advocacy (10%)

  • Provide reliable analysis and strategic guidance on human rights and business policy and legislative developments on national and international level;
  • Provide direction and technical expertise to communications team and guide the development of programme publications, policy briefs and other programme and policy related communication materials and campaigns.

Organisational Management (20%)

  • Line-manage programme team and provide overall direction with planning, prioritization, and coordination of activities;
  • Promote a work environment of collaboration, open communication, upward feedback, information sharing and accountability, where staff is valued and respected for the diversity of thoughts;
  • Deal with any conflict in timely manner, ensuring empathy, neutrality, and fairness of treatment;
  • Lead the programmes budget development ensuring alignment with the strategic objectives and priorities;
  • Collaborate with finance team to ensure accurate budget allocations, forecasts, and reconciliation of expenditures;
  • Support the Executive Director with the management of the Foundation including preparation of Board meetings and facilitation of the decision-making process through ongoing engagement and timely, accurate and pertinent communications with the Board;
  • Assist the Executive Director with the implementation of the Board decisions.

REQUIRED QUALIFICATIONS & EXPERTISE

  • Advanced university degree in international development, international law or another relevant field;
  • Minimum 8 years of professional experience in in a multi-stakeholder environment;
  • Proven track record in strategic planning and executing strategies and programs;
  • An in-depth understanding of the UN Guiding Principles on Business and Human Rights, legal frameworks, policies and international standards surrounding child labour and decent work.
  • Understanding of social, political and economic issues facing tobacco sector and tobacco-growing communities would be a considerable advantage;
  • Understanding of global supply chains;
  • Full professional proficiency in English. Knowledge of Spanish, Portuguese or French will be an advantage;
  • Financial literacy with the ability to plan and oversee budgets;
  • High level of computer literacy.

Stakeholder & output related

  • Experience of performance management and evaluation of outcome and impact;
  • Solid knowledge of multi-stakeholders’ engagement and tripartite (social dialogue) principles and processes paired with good facilitation and conflict management skills;
  • Analytical mindset: ability to distil down complex information to succinct and simple points adapted to the target audience.

Communication & creativity

  • Strong presentation and communication skills, including the ability to elaborate publications, guidance, best practices, and terms of reference;
  • Creativity: “out of the box thinker “, who comes up with innovative solutions to complex problems and who has the ability to look for new paths.

  • Entry date: earliest possible (June/July) or latest September 2022
  • Travelling: Open to travel up to 15-20% of time to countries where ECLT operates and globally
  • Swiss / EU citizenship or a valid Swiss work permit required
