Description

General scope and purpose of role

The Programme Officer (Capacity Building) supports the ECLT Foundation in its mission to promote the elimination of child labour in tobacco-growing communities by ensuring efficient and successful delivery of the ECLT programme portfolio assigned to him/her.

He/she conducts focused educational/training needs assessments within specified targeted audiences; designs, develops, delivers, and evaluates a range of responsive training and capacity building curricula and training programmes in the field of child labour.

To achieve agreed project objectives, s/he works closely with internal and external key stakeholders, including the Foundations’ Board members, implementing partners, trade unions, regulators, farmers’ associations, private sector and government representatives on regional and national level.

The Programme Officer will work as part of the team, developing and implementing a range of programme activities and will also participate in technical discussions and thematic meetings of relevance to the portfolio that s/he oversees. This role report to and acts under the guidance and direct supervision of the Head of Programmes.

Responsibilities

Capacity Building and Technical Assistance - 50%

  • Assess training and development needs through surveys, interviews, focus groups, and communication with Board Members, Head of Programmes, managers, instructors, and other stakeholders.
  • Develop unique training programmes to fulfil Board Members’ specific needs to maintain or improve supply chain due diligence, livelihoods, education, and other programmatic responses to child labour; and deliver trainings for ECLT staff, Board Members’ staff, farmers’ organizations, farmers, unions, government agencies and other stakeholders.
  • Create, select and/or acquire training content, procedure manuals, guides, and course materials, training aids, training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works.
  • Provide performance evaluations for training instructors.
  • Administer e-learning courses and Learning Management System (create, enrol users, be their contact point and run reports).
  • Maintain records of training and development activities, attendance, results of tests and assessments, and retraining requirements.
  • Assess training materials prepared by instructors.
  • Evaluate program effectiveness through assessments, surveys, and feedback.

Monitoring & Evaluation Learning & Impact Reporting - 25%

  • Support the Foundation’s knowledge and learning generation activities, including research, needs assessments and analysis, success stories, effective approaches and best practices.
  • Support project Evaluation processes (baselines, Mid-Term, Final Evaluations, rapid assessments).
  • Gather and analyse performance data on project indicators to feed into different communication materials for wide public and Board Members: board meetings, annual reports, website, factsheets.
  • Participate in continuous development of ECLT monitoring & evaluation systems to better capture and measure project achievements in order to inform future planning and communicate impact/results.

Project Communications and Administration - 15%

  • Organise and attend stakeholder meetings, discussion groups and lessons sharing meetings.
  • Support the organisation of field events, such as partners’ workshops, conferences or any relevant world event.
  • Document and follow up on important actions and decisions from meetings.
  • Prepare necessary presentation materials for meetings.
  • Provide administrative support as needed.
  • Liaise between the ECLT projects, the programmes team and the communications team to ensure regular and timely flow of project related content in alignment with the ECLT external communication strategy.

Project Development and Delivery - 10%

  • Support the Head of Programmes with identification, conceptualization, design and development of projects.
  • Review proposals and applications received and coordinate selection processes. Act as a resource person preparing research, policy papers and other products as requested.
  • Oversee projects implementation, including project plans, results monitoring frameworks and budgets and prepare progress reports, presentations, graphics to communicate projects outcomes.
  • Conduct monitoring visits to projects to ensure timely delivery of expected outcomes and adherence to the agreed standards; assess risks and challenges and determine project adjustments or changes.
  • Ensure projects adhere to frameworks and all documentation is maintained according to internal and regulatory requirements.

Required Qualifications

University degree in Training and Development, International Development, Multimedia Creation, Instructional Design, Social Sciences, Business and Human Rights, or other relevant discipline.

Required Work Experience

  • At least 5 years of proven experience as programme officer or in a similar position in the development sector, international organisation, multi-stakeholder’s organisation, or sustainability initiative.
  • Experience in international cooperation, sustainability, humanitarian or human rights.
  • Experience in programme management, monitoring, and evaluation, including travel to project sites in developing countries.
  • Experience in evaluation and selection of projects’ partners and/or service providers.
  • At least 3 or more years’ experience in Learning & Development, instructional design or a similar role.
  • Affinity for digital solutions and experience in working with LMS.
  • Knowledge of LMS technologies and standards (SCORM, AICC).

Required Knowledge and Competencies

  • Understanding of international human rights frameworks, business and human rights approaches and issues surrounding child labour.
  • Demonstrated knowledge of sustainable development frameworks.
  • Knowledge of capacity building and technical assistance in the context of international cooperation.
  • Experience in engaging stakeholders at national and local levels.
  • Proficiency with MS office, including, Excel and PowerPoint.
  • Excellent oral and written English and French - Knowledge of Portuguese, Spanish, Bahasa or French a real advantage.

Required Soft Skills

  • Strong interpersonal and communication skills and adherence to cultural sensitivity and diplomacy.
  • Able to convince, influence, motivate and adapt to various audiences.
  • Analytical mindset, creativity and problem-solving skills.
  • Ability to describe and display complex processes.
  • Knowledge in instructional design and vocational training. Some experience in creating mobile learning solutions would be an advantage.

  • Strive for continuous improvement in work systems.
  • Excellent collaboration skills and team spirit.
  • Ability to organize and prioritize work, meet deadlines and maintain composure under stress.

Particular Work Requirements

  • Valid Swiss work permit.
  • Ability to travel regularly to project countries and to other relevant international meetings. Travel may take up to 15-20% of work.
